The Dearborn Refining Site is located at 3901 Wyoming Avenue, Dearborn, Wayne County, Michigan.  

In June 2006 at the request of the City of Dearborn, the United State Environmental Protection Agency (U.S. EPA) initiated a Removal Action through the Oil Pollution Act (OPA) to remove oil that posed an imminent threat of discharge to navigable waters of the United States.  The OPA Removal Action was completed in November 2006.  See epaosc.net/dearbornrefining for more information about this Removal Action.  


Remaining hazardous wastes were stabilized and staged pending negotiations on an Administrative Order on Consent (AOC) with Potentially Responsible Parties (PRPs).

On August 27, 2007, following a 30-day public comment period U.S. EPA and respondent companies completed work on an AOC.  Respondent companies hired Conestoga-Rovers & Associates to perform the cleanup.

•    Cleanup and disposal of laboratory wastes;  
•    Removal and disposal of containerized wastes;
•    Removal and disposal of hazardous wastes within 2 sludge boxes, 1 frac tank, and remaining above ground storage tanks (ASTs).

The Removal Action will include a combinations of the following:
1)hot spot removal;
2)contaminated soil removal;
3) physical containment (e.g., asphalt cap, soil cover, etc.):
4) free product containment or removal (e.g., LNAPL collection);
5) groundwater monitoring;
6) deed restriction recommendations; and
7) operation and maintenance.

•    Decommission and remove ASTs outside of buildings;
•    Implement a Site Investigation Plan to investigate the nature and extent of contamination in Site soils and monitor groundwater.
