POLLUTION REPORT

Subject: 

The Site is a former potato farm which is currently inactive.  The Site contains two buildings (the Garage and the Potato Storage Building), a trailer, a pond, an unpaved road, a wetland area, grassy areas, and wooded areas.  The buildings were used for storage of produce and farm equipment and for farm vehicle maintenance and are constructed of tin, wood, cinderblocks, and transite (asbestos containing) materials.  The buildings are in disrepair, and the building closest to the street (the potato storage building) is falling apart.  Much of the transite on the walls and ceiling of both buildings had fallen to the floor and was disintegrating resulting in chrysotile asbestos being exposed to the environment.  

The buildings contained farm equipment and approximately 15 drums and containers.  An empty aboveground 20,000 gallon storage tank (UST) was located between the two buildings, and another 10 drums and containers were located throughout the property.  The ground under several drums was dirt and oil was released to the soil.  There is no fencing or other access restrictions to prevent unauthorized individuals from entering the Site.  

According to the EPA Region I Environmental Justice Mapping Tool, the Site is not in an environmental justice area.

This action addressed the containers of hazardous materials (pesticides and perchloroethylene) and broken asbestos containing transite.  The Mass DEP agreed to manage the containers of oil on-site.

During the previous reporting period, a 275 gallon above ground storage tank (AST) was found to contain oil with perchloroethylene.  During this period, arrangements were made to dispose of the hazardous substances and remove the tank from the site.  General Chemical (Framingham) removed approximately 50 gallons of oil/PCE by vac truck, and then Charter Environmental cleaned and transported the tank off-site to Grant's Steel Yard in Readville, MA.

EPA coordinated with the MassDEP regarding a number of oil-containing drums and tanks that remain on-site.  MassDEP will assume responsibility for addressing these containers.
