Current Activities

Response Actions Completed/Initiated to Date on the Administrative Settlement Agreement & Consent Order for Removal Response Action

On May 6, 2008, ENSE conducted a site visit and inspected the site for evidence of any erosion and sedimentation resulting from the recently completed excavation and backfill work.  The backfilled areas appeared stable, and no erosion associated with the disturbance was observed.

During the inspection ENSR observed chipping of areas of the concrete pad that had been stained by wood treatment operations.  The chipping is likely the result of weathering or operation of heavy equipment on the pad during the excavation and backfill work.

PROBLEMS ENCOUNTERED AND CORRECTIVE STEPS TAKEN:

ENSR is currently evaluating options for work on the pad to supplement the decontamination that was conducted by EPA in 2006.


Planned Removal Actions

ANTICIPATED RESPONSE ACTIVITIES DURING THE UPCOMING REPORTING PERIOD:

ENSR will evaluate options for the concrete pad and provide EPA with a technical memorandum summarizing any plan for further work.  Once a strategy is approved by EPA, ENSR will implement it within 30 days.

ENSR plans to conduct an additional round of groundwater sampling by July 31, 2008.

The Trustee expects to have further discussions with the new owner about enrolling the site in the WVDEP Voluntary Remediation Program (VRP).

MODIFICATIONS TO THE RAP AND SCHEDULE:

In accordance with Section 4.2 of the RAP, ENSR has continued to monitor and maintain the E&S controls previously installed by EPA.  Section 4.2 of the RAP indicates that the backfilled areas would be revegetated to stabilize the soil.  Due to the limited availability of fill sources in the area, a crushed stone was utilized to backfill the excavations.  Since the excavated areas were backfilled with a crushed stone, revegation is not necessary or practical.  ENSR believes that sufficient settling and compaction of the backfilled areas has occurred such that no further maintenance of the E&S controls is necessary.


Next Steps

The next progress report is proposed to summarize any additional work proposed for the concrete pad and the next round of groundwater sampling.
