In response to NRC# 876917, and at the request of ADEM, OSC Sims and START responded to incident in Tuscaloosa, AL involving the release of 10,000 gallons of liquid rosin (Tall Oil), from a breached holding pond. The pond is located at an abandoned asphalt recycling plant. The Tall Oil release migrated off site and flowed toward the Black Warrior River.

Conducted during this report period:
*Reconnaissance from facility toward Black Warrior River completed. Spill trail ends apprx'ly 200 yards from River. *Substance has consistency similar to tar and is moving down-gradient at an estimated rate of less than an inch/hour (static flow below 90 Degrees F). *Evidence of substantial historical spills observed during reconnaissance. *No evidence of impact to Black Warrior River. *50 drums and 12 ASTs, in advanced stages of degradation with varying volumes/types of substances documented. *Grab samples collected of some exposed substances and submitted to lab for full sweep analysis. *Samples of spill substance collected and submitted to lab for full sweep analysis.
Added 7/30/2008 by OSC:
Benzene was detected in one of the Tall Oil samples collected during initial response at 3,700 ppm, exceeding the 1.1 ppm RAL for this contaminant. Also, a 1.7 pH readings was measured in all Tall Oil samples submitted for laboratory analysis.

At the request of ADEM, the OSC returned to the Site on 8/5/08 to attend a planning meeting between the State, PRP, and stakeholders to discuss ongoing operations and projected goals/expectations in regard to the cleanup.
