Site Description

EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials.  Lavigne Manufacturing Inc is making plans to remove its material off site.  The EPA is making plans to repackage material to make it stable and accessible for the remainder of the generators who wish to remove their material.      

EPA’s ERRS repackaging the remainder of drums on site.  PADEP is providing technical and oversight support at the site.  EPA START contractor TechLaw is providing technical and administrative support to the EPA.  EPA and PADEP officials continue to control access to the site in addition to coordinating the activities of the various generators.

PADEP Mariruth Hoffman and John Morettini mobilized to site and assisted the EPA in oversight of activities.  PADEP Hoffman and Morettini demobilized.

Emergency and Rapid Response Services (ERRS) contractor Guardian Environmental, Inc held its morning safety meeting and discussed the days planned activities. ERRS repackaged acids from steel drums into polyurethane drums using a pump to transfer the liquids and dressed in level C. ERRS continues to repackage drums of magnesium to be shipped off site at a later date.  ERRS repackaged 80 drums for the day.  ERRS received 1 shipment of empty 55-gallon drums.  

START mobilized to site and assisted as needed and conducted written/photographic documentation.

PADEP Gary Wozniak Emergency Response Program Manager Northwest Field Operations mobilized to site to meet with OSC Downie.  PADEP Wozniak demobilized.

Emergency and Rapid Response Services (ERRS) contractor Guardian Environmental, Inc held its morning safety meeting and discussed the days planned activities.  ERRS shipped 1 truckload of material off site.  The load consisted of 19 pallets (73 drums) with an estimated weight of 43,800 pounds.  The load was consigned to Heritage WTI, Liverpool, OH and was transported by St. Joseph Motor Lines, Clearfield, PA.  ERRS continued repackaging drums and packaged 40 drums for the day inclement weather ceased the repackaging operations due to high winds and heavy rain fall.
  
START assisted the EPA as needed and conducted written/photographic documentation.


Next Steps

Lavigne Manufacturing is making plans to remove its material off site.

EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of the material from the site.  EPA will continue to coordinate with all local, state, and federal agencies.
