Site Description

EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials.  Lavigne Manufacturing Inc is making plans to remove its material off site.  The EPA is making plans to repackage material to make it stable and accessible for the remainder of the generators who wish to remove their material.      

EPA’s ERRS repackaging the remainder of drums on site.  PADEP is providing technical and oversight support at the site.  EPA START contractor TechLaw is providing technical and administrative support to the EPA.  EPA and PADEP officials continue to control access to the site in addition to coordinating the activities of the various generators.

USEPA OSC Jack Downie was on site for oversight of activities.

Emergency and Rapid Response Services (ERRS) contractor Guardian Environmental, Inc held its morning safety meeting and discussed the days planned activities. ERRS moved empty 55- gallon drums from Building #2 to Building #8 to make room for repackaged drums in Building #2.  Storing empty drums in Building #8 makes the repackaging operation run smoother since the drums are more accessible and closer to the repackaging operation.  After completing the transfer and cleanup of  drums and cleanup of the repackaging area ERRS resumed repackaging drums and repacked 40 drums for the day.  

START assisted as needed and conducted written/photographic documentation.

USEPA OSC Jack Downie was on site for oversight of activities.  OSC Downie demobilized.

Emergency and Rapid Response Services (ERRS) contractor Guardian Environmental, Inc held its morning safety meeting and discussed the days planned activities.  While dumping drums in order to repackage the material into new 55-gallon drums 2 drums started to react and were moved to a isolated location and allowed to continue reacting. The material never caught fire but smoldered for approximately 2 hours.  After the containers were checked to make sure the material was safe to handle, vented lids were placed on the drums and they were stored in a safe location.  ERRS repackaged 58 drums for the day.
  
START assisted the EPA as needed and conducted written/photographic documentation.


Next Steps

Lavigne Manufacturing is making plans to remove its material off site.

EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of the material from the site.  EPA will continue to coordinate with all local, state, and federal agencies.
