Site Description

On 04 August 2008, Valero Houston Refinery reported an unknown incident with the roof of a molten sulfur tank causing the release of sulfur dioxide.  The incident occurred at approximately 0715 hours on 04 August 2008 and resulted in a shelter-in-place for the Manchester community.  News agencies reported an apparent explosion with debris from a tank near 29.72085 Latitude and -95.253070 Longitude. The cause of the explosion was unknown.


Current Activities

On 04 August 2008, EPA representatives visited the site and monitored downwind of the facility.  The shelter-in-place for the community was lifted at 0938 hours by Valero once air monitoring confirmed there was no off-site release.  EPA representatives monitored in the neighborhood and did not detect any sulfur dioxide using a Toxi-Rae and the Dreager CMS system.  The all clear was given in the plant at 1044 hours on 04 August 2008.
