The property is located at 1375 9th Street in LaSalle, LaSalle County, Illinois. Coordinates for the site are latitude 41 degrees 20' 16" North and longitude 89 degrees 05' 18" West. It is located in an industrial/residential neighborhood, with approximately 895 residents living within one half mile of the site. The Vermilion River is approximately 1000 feet east of the site.
The property known as LaSalle Rolling Mill operated as a metal forming and rolling facility. The facility had been under contract to the U. S. Mint to generate metal blanks for pennies, which required copper plating onto zinc blanks. The facility occupied approximately 12 acres with one main building which contained two furnaces, rolling mill, copper plating line and associated treatment operation, laboratory, warehouse area, and offices. Several storage tanks are located outside which are used for the storage of mill oil and spent plating solution. Although the tanks appeared to have secondary containment, oil staining was present in numerous locations on the west side of the facility. A past spill of mill oil had occurred at the facility and the contaminated soils generated from the remediation were still stored on site. The site is fenced and randomly inspected by the owner.

LaSalle Rolling Mill (LRM) entered into an Administrative Order by Consent (AOC) with USEPA for emergency waste removal and correction of certain conditions to remediate the site. LRM engaged Dykton & Associates, Inc. (DAI), to act as Project Coordinator, responsible for site activities, Health and Safety Plan, Work Plan and Final Report.
The final AOC established (8) Areas of Concern, icluding: Orange cyanide tank; Plating line; Chemical treatment tanks; Residual products and laboratory; Oil tanks; Internal storage area; Contaminated soil piles; Asbestos on equipment.

Work required by the AOC has now been completed by LRM. 1. Spent cyanide solution (19,407 gallons)was shipped to Cyanide Destruct Systems, secondary containment water and decon water was discharged to the local POTW. 2. Plating line solutions were shipped to Michigan Disposal and Heritage Environmental, with the sludges going to Onyx Environmental in Sauget, IL. Plating equipment was sold to a third party. 3. Residual chemicals in the treatment tanks were shipped to Cyanide Destruct Systems (9,939 gal.) and Envirite of Illinois (3,575 gal.). 4. Residual product chemicals and laboratory chemicals were inventoried and disposed of through AWS and Pollution Control Industries. 5. Spent oils and oily water from secondary containment were transported by AWS to IPC in Rockford, IL. 6. Cyanide contaminated lumber from the waste storage area yard was transported Michigan Disposal. 7. Oil contaminated soils from a previous spill at the facility were transported to Environtech, in Morris, IL. 8. Asbestos insulation located on an old steam tank was abated by Specialty Systems, Inc.

LRM currently is leasing 2/3 of their facilty for warehousing of residental siding products. The owner of LRM is attempting to restart the mill to produce specialty steel products, plating operations would no longer be utilized.
The Final Report was received by USEPA, has been reviewed and a Completion of Work letter to the PRP is pending.
