The Rogene French Alcohol Plant site (Site) is located at 7155 NE 100 road, southeast of Osceola, St. Clair County, Missouri, in a rural/light residential area. The property is an approximate 40-acre tract, but the known area of concern is about three acres. The site is an abandoned alcohol and solvent recovery distillation facility. Three recently abandoned mobile homes are located on the west side of the site. A water supply well is located near the three mobile homes. Two buildings are located on the site, one adjacent to the mobile homes, the other to the east of the mobile homes and adjacent to the distillation units. Both buildings contain abandon drums. Eleven above-ground storage tanks are located on the east side of the Site.
Threat
Numerous abandoned drums and eleven above-ground storage tanks were identified on the Site. Neither the drums nor the tanks were labeled, and all were in poor condition. The following hazardous substances, as defined in Section 101(14) of CERCLA and listed at 40 C.F.R. 302.4, were identified on the Site: benzene, carbon tetrachloride, methyl-ethyl ketone, tetrachloroethene, trichloroethene, and vinyl chloride. The surrounding soil may be contaminated due to the extremely poor condition of the drums and tanks. The Site is not secure so there is significant potential for exposure to nearby human populations as well as any animals that may traverse the Site.

The current removal activity can be broken down into a step-by-step process: STEP 1 (11/12/03-11/14/03): Each drum was staged for convenient sampling access. STEP 2 (12/2/03-12/3/03): Each drum and above-ground storage tank was field sampled for removal preparation. STEP 3 (12/29/03-12/30/03): The drums and above-ground storage tanks containing liquids were pumped completely empty by a vacuum truck. The liquid waste was transported by Envirovac Waste Transport Systems (USEPA ID #ILRQOQO19588). There were 7,453 gallons of liquid waste transported to the Continental Cement Company (USEPA ID #MQDQ54018288), where it was disposed as a DOO1 Hazardous Waste. The drums containing solids were staged for later removal. The empty drums and above-ground storage tanks were staged for later removal.

The remaining actions required for completion are removal of solid waste, removal of drums and above-ground storage tanks, and removal of residue.
