Site Description

EU001 is located in Saginaw County, Michigan, and is contaminated with hazardous substances, pollutants, or contaminants (specifically dioxins and furans) that have or may have come to be located from the Potentially Responsible Party (PRP), The Dow Chemical Company (“Dow”), Midland Plant property, with an address of 1000 East Main Street, 1790 Building, Midland Michigan, 48667 (the “Midland Plant”).

EU001 is located along a private road and is generally located approximately 4 miles to the west and 2 miles to the south of the intersection of Interstate 75 and State Route 46 in Saginaw, Saginaw County, Michigan.  EU001 is approximately 1,000-foot long by 150-foot wide area along the north bank of the Tittabawassee River just above its confluence with the Shiawassee River.  Riverside Blvd runs through EU001 and is located just south of the land berm located on the northern edge of EU001.  EU001 contains 26 parcels of property that includes 11 residences and open lots that can be accessed from Riverside Blvd.  Riverside Blvd is privately owned by one of the neighborhood property owners.  EU001 is prone to heavy flooding which lead to contamination from river sediment deposition.  EU001 is located approximately 22 miles down river from the Midland Plant.


Current Activities

On Tuesday, September 2, 2008, soil removal activities began.  Tree removal crews also began removing trees and brush from the properties where access has been granted.  Soil is being removed to a depth of 2 feet below ground surface (ft bgs) from the residential properties, and this is being real-time confirmed through survey work.  Crews also continued to remove outdoor personal property from the residences to the staging area to allow the soil removal to progress.

On Wednesday, September 3, 2008, soil and tree removal activities continued.  Backfill activities, after the placement of a landscape fabric as a "demarcation layer", was initiated on the properties where the 2 feet bgs dig was complete.  

On Thursday, September 4, 2008, soil and tree removal activities continued.  The tree removal crews required the use of a large crane to complete some of the tree removals. Backfilling activities continued.  The final 6 inches of fill at all residential properties will be screened topsoil. Soil removal of contaminated soil 1 ft bgs began at the eastern transition zone.

On Friday, September 5, 2008, no soil removal or backfilling activities took place due to heavy rains from previous evening.  The crews had to dig a few drainage ditches across the road at Riverside Blvd and near the staging area road to assist in drainage of pooling water.  Plumbing crews were also on Site to begin connecting pipes and gauges for irrigation system which are being installed to allow for watering of the sod which will be the final outside restoration activity of the residential yards.

One property owner has still refused to provide access.  There are no trees or structures on this parcel of land.


Disposition of Wastes

Total dioxin-contaminated soil removed from site through 9/4/2008:  3419.14 tons.
