Site Description

EU001 is a residential cleanup of dioxin contamination located in Saginaw, Saginaw County, Michigan.  See Polrep 1 for more details.

Set up for the soils removal activities began in August and consisted of: building a staging area for personnel and equipment, road building within staging area and creation of access points through pre-existing berm to staging area, the placement of landscape fabric and stone under crawlspaces and decks to minimize human exposure to contaminants, and creating permanent floors in outdoor sheds.

Removal activates of contaminated soil began on September 2, 2008.  Pre-excavation activities on these properties include moving of outdoor personal property to the staging area and the removal of trees and brush.  During removal activities, crews remove 2 feet of contaminated soil in residential areas and 1 foot of soil from the “transition zones” (non-residential).  After removal of soil is complete, crews place landscape fabric as a demarcation layer, backfill with clean fill and topsoil and prepare area for landscaping and sod placement.  


Current Activities

On Monday, October 6, 2008, soil removal and backfilling continued from the residential driveways, and landscaping and support activities continuined in the transition zone.

On Tuesday, October 7, 2008, soil removal and backfilling of driveways was completed, and excavation and backfilling of Riverside Boulevard to prepare for paving continued.  Support activities continued.

On Wednesday, October 8, 2008, soil excavation and backfilling of Riverside Boulevard to prepare for paving was completed.  Landscaping and support activities continuined in the transition zone. Due to heavy rainfall in the area, paving activities had to be postponed.

On Thursday, October 9, 2008, due to the previous heavy rain, dewatering activities were required and the grading of Riverside Boulevard continued.

On Friday, October 10, 2008, on-Site activities today included support activities in transition zone.

On Saturday, October 11, 2008, no site work was  conducted.

On Sunday, October 12, 2008, no site work was conducted.


Planned Removal Actions

Pave the roadway.

Conduct indoor cleanup.


Next Steps

Pave Riverside Boulevard
Conduct indoor cleaning after completion of the exterior activities.


Key Issues

Scheduling of indoor cleaning activities needs to be completed.

The expected completion date of October 15, 2008, will not be met.  The PRP has informed EPA that additional time is required to complete the indoor cleaning activities, and heavy rains have also delayed the paving of Riverside Blvd.  

EPA is still awaiting a final schedule for the completion of all activities from the PRP.


Disposition of Wastes

Total dioxin-contaminated soil removed from site through 10/08/2008:  21,221.62 tons.
