Site Description

EU001 is a residential cleanup of dioxin contamination located in Saginaw, Saginaw County, Michigan.  See Polrep 1 for more details.

Set up for the soil removal activities began in August and consisted of: building a staging area for personnel and equipment, road building within staging area and creation of access points through pre-existing berm to staging area, the placement of landscape fabric and stone under crawlspaces and decks to minimize human exposure to contaminants, and creating permanent floors in outdoor sheds.

Removal activities of contaminated soil began on September 2, 2008.  Pre-excavation activities on these properties include moving of outdoor personal property to the staging area and the removal of trees and brush.  During removal activities, crews removed 2 feet of contaminated soil in residential areas and 1 foot of soil from the “transition zones” (non-residential).  After the removal of soil was complete, crews placed landscape fabric as a demarcation layer, backfilled with clean fill and topsoil and prepared the area for landscaping and sod placement.   All removal activities of contaminated soil were completed on October 8, 2008.  


Current Activities

On Monday, October 13, 2008, survey activities were the only actions conducted on Site.

On Tuesday, October 14, 2008, the first layer of asphalt was applied to the driveways and to Riverside Boulevard.

On Wednesday, October 15, 2008, a second layer of asphalt was applied to the driveways and to Riverside Boulevard.

On Thursday, October 16, 2008, landscaping and support activities conducted.

On Friday, October 17, 2008, landscaping and support activities continued.

On Saturday, October 18, 2008, no site work was conducted.

On Sunday, October 19, 2008, no site work was conducted.

On Monday, October 20, 2008, landscaping and support activities continued.

On Tuesday, October 21, 2008, landscaping and support activities continued.

On Wednesday, October 22, 2008, indoor cleaning activities were initiated.

On Thursday, October 23, 2008, no cleaning activities conducted but flooring installation activities were initiated in cleaned residences.  

On Friday, October 24, 2008, no site work was conducted.

On Saturday, October 25, 2008, the indoor cleaning activities resumed.

No Site work is planned for Sunday, October 26th, 2008.

Complete indoor cleanup and replacement activities.


Key Issues

The expected completion date of October 15, 2008, was not met.  The PRP has informed EPA that additional time is required to complete the indoor cleaning activities, and heavy rains had also delayed the paving of Riverside Blvd.  

On 10/24/2008 EPA received a "final" schedule for the completion of all activities from the PRP. The PRP has projected that November 30th, 2008,will be the new expected completion date for indoor activities, and a date of December 19th, 2008, to complete a post-removal monitoring plan.


Disposition of Wastes

Total dioxin-contaminated soil removed from site through 10/08/2008:  21,221.62 tons.
