Site Description

Guilford County Environmental Health notified EPA that a local recycler was at an abandon waste oil facility knocking over tanks, draining the waste oil onto the ground and transporting the tanks off-site for resale. OSC Ken Rhame and START contractor TN&A mobilized to the site to oversight activity and ensure clean-up.  OSC Tanner was dispatched to the site to continue operations for OSC Rhame.

The local recycler (Michael Lineberry) initially presented himself as the owner of the site. Lineberry stated that he was unable to pay for the cleanup of waste oil. Further conversation with Lineberry revealed that he was not the owner and that Israel Katz was the owner. Lee Katz, the son of Israel Katz, had power of attorney for his father and granted EPA access to perform the investigation and cleanup at the site.  


Current Activities

OCS Tanner contracted WRS to perform the response actions consisting of collecting the waste oil from the above ground storage tanks (34 tanks), waste liquids from drums within the warehouse, and collecting oil contaminated soils for disposal.


Planned Removal Actions

The START contractor performed air monitoring and collected waste samples for the disposal profiles. The waste oil and oil contaminated soils were collected by WRS and transported off-site for disposal on October 2, 2008.


Next Steps

The remaining tanks will be pressure washed and taken off-site after a scope of work have been established and contractor support has been arranged.
