Site Description

The LabTech Industries (site) is located at 7707 Lynden Avenue in Detroit, Wayne County, Michigan.  The site is currently an active manufacturer of industrial cleaners and zinc phosphate.

Current Activities

Following an amine-nitric acid release, U.S. EPA in coordination with the Detroit Fire Department and Michigan Department of Environmental Quality (MDEQ) conducted multiple site visits.  The U.S. EPA Chemical Emergency Preparedness and Prevention Office (CEPPO) visited the site to investigate compliance with the Emergency Planning and Community Right-to-Know Act of 1986 (EPCRA).  The U.S. EPA Emergency Response Branch (ERB) visited the site to investigate compliance with the Environmental Response, Compensation, and Liability Act.  The MDEQ Waste and Hazardous Materials Division visited the site to investigate hazardous waste shipments and compliance with Michigan Hazardous Waste Management Act.

Planned Removal Actions

On October 30, 2008, U.S. EPA ERB conducted a site inspection and record review at the LabTech facility.  During the inspection, U.S. EPA was provided with submittal receipts of EPCRA Tier II 312 and 302 reports to the on-line Tier II Reporting System (Dated 10/7/08 and 10/9/08, respectively) as well as the chemical inventory, storage quantities and facility map.  During the walk-through, no spills or other EPCRA or CERCLA issues were noted. The source of the amine-nitric acid release had been secured.

Based on the site inspection, U.S. EPA ERB plans no further action. MDEQ is continuing to investigate the facility’s generator status.

Next Steps

No further action.  The Site Inspection Report, including the CEPPO Notice of Inspection, can be found at epaosc.net/labtech
