Site Description

On January 6, 2004 , U.S. EPA mobilized the Emergency Rapid Response Services (ERRS) contractor, Earth Tech (ET), and the Superfund Technical Assistance and Response (START) contractor, Tetra Tech EM Inc., to conduct removal activities at the Smith Chemical site.  Currently, all drums have been staged on the first floor.  Empty drums have been segregated and staged separate from the drums containing product.  All drums have been sampled, hazardous categorized, and segregated into waste streams.


Current Activities

On Monday, February 16th, hazardous categorization of drum samples continued.  A total of 43 drums were screened for hazardous categorization.  Frozen drums were placed in “warm-up” room in order to melt the product for sampling.  Drums from the basement were transferred to the first floor and staged for later disposal.  Air monitoring was conducted during all removal activities with a combustible gas indicator (CGI) and a flame-ionization detector (FID).  No readings were detected above background.

On Tuesday, February 17th, hazardous categorization of drum samples continued.  A total of 77 drums were screened for hazardous categorization.  Frozen drums were placed in “warm-up” room in order to melt the product for sampling.  Additional drums from the basement were transferred to the first floor and staged for later disposal.  Representatives from Clean Harbors were on site to assess the removal of materials belonging to PRPs (AEP and Platers Industrial Supply).  Air monitoring was conducted during all removal activities with no readings detected above background.

On Wednesday, February 18th, hazardous categorization of drum samples was completed.  Additional drums from the basement were transferred and staged on the first floor for later disposal.  Air monitoring was conducted during removal activities with no readings detected above background.

On Thursday, February 19th , drum samples were segregated into the appropriate disposal waste streams.  A total of 21 waste streams were identified at the site.  Composite samples were collected from each waste stream for disposal analysis.  Acid contained in a 500-gallon poly-tank in the basement was transferred into drums which were staged on the first floor.  Partially full acid drums were also bulked. ERRS demobilized two chemists from the site.  U.S. EPA received approval from the City of Canton, Water Pollution Control to dispose of 10 drums (approximately 550 gallons) of calcium chloride in the sanitary sewer.  Calcium chloride was hazard categorized as  a nonhazardous liquid waste.  Air monitoring was conducted during all removal activities with no readings detected above background.  

On Friday, February 20th, approximately 165 gallons of calcium chloride were poured into the sanitary sewer as approved by the City of Canton.  ERRS continued to bulk partially full drums of material, segregate material into waste streams, and over-pack drums.  Air monitoring was conducted during all removal activities with no readings detected above background.    Approximately 110 85-gallon over-pack drums were delivered to the site

Key Issues

BJ Services (formally NOWSCO Inc.) has been identified as a PRP and has agreed to remove 11 55-gallon drums, one 5-gallon bucket , and 18 50-lbs bags of their materials from the site.

The City of Canton, Water Pollution Control, has granted U.S. EPA approval to discharge approximately 550-gallons of calcium chloride into the sanitary sewer.
