Site Description
See POLREP #1 for a full Site Description.

Current Activities
From March 24 - April 2, 2008, the following objectives were completed by the RP and their associated contractors:

Site 1A (Poplar/Mechanic Street on East Side CSX Railroad Swale)  

- Continued to maintain 24/7 vacuum truck activities;
- Designed and installed French Drain Recovery System that includes a gravity fed oil/water separator;
- Continued to investigate nearby storm sewer system and utilized sewer camera to further investigate oil migration pathway within nearby City of Toledo storm sewer system;
- Removed spoils, misc. debris, overgrown shrubbery and portions of contaminated soils;
- Inspected via ‘soft dig method’ fiber optic junction boxes along the East side of the CSX railway;
- Installed several temporary recovery wells along the East side of the CSX Railway; and
- Excavated a trench along the CSX railway to expose a 12” clay drainage pipe, which was confirmed as an oil migration conduit.

Site 1 (8” pipeline excavation/leak area)

- Continued to maintain 24/7 vacuum truck activities within 8” pipeline excavation and surrounding wooded area impacted by oil contamination;
- Began and completed subsurface investigations around 8” pipeline excavation and between Site 1 and Site 1A on both sides of the CSX Railway (to initially delineate extent of oil contamination for emergency response actions and potential migration pathways) using dye testing, test pits, ‘soft dig’, Geo-probe borings, air knife and hand auger operations;
- Extended original interceptor trench near the CSX Railway East of 8” pipeline by approximately 20 to 30’ for migration pathway identification and filled in trench;
- Installed silt fencing around perimeter of work area;
- Removed portions of contaminated soil from wooded area

Operational Areas (weir locations, boom locations, filter box locations)

- Continued to monitor underflow weirs, booms and boom sites to gage effectiveness and relocate/modify, as needed;
- Installed gravel road for Vacuum truck activities, underflow weir and silt fencing around operational area in Ravine Park West of Van Buren Street; and
- Built and installed ‘filter boxes’ that contain oil/sheen absorbing granules (Rubberizer Filter Media) within ditch South of Seaman and West of Wheeling

General Activities

- Monitor and maintain clean-up and recovery operations;
- RP contracted consultants continue performing Environmental Assessment of impacted areas; and
- Monitor on-site frac tank water levels


Planned Removal Actions
Areas of contamination (Site 1 and 1A) will be cleaned to appropriate levels (to be determined).

Impacted soils and spill related debris will be disposed of following appropriate RCRA and TSDF compliance regulations.

Impacted areas will be restored to pre-spill conditions.


Next Steps
RP and its consultants will continue to establish Work Plans and a Sampling and Analysis Plan to guide the Removal/Remedial Actions.
