The Site is located at 63 Brunswick Avenue in the Town of Plainfield (the Town), Windham County, Connecticut. Geographic coordinates are 41∘ 43' 01" north latitude and 71∘ 51' 39" west longitude.
The Site is a former textile mill abandoned in the late 1970s. The property consists of an abandoned two-story building in a state of disrepair and one 20,000-gallon underground storage containing several hundred gallons of unknown liquid. Insulation and other building materials are suspected to contain asbestos.

Since the last POLREP:
• From October 27 through December 3, 2004, one 20-yard roll-off container of non-friable asbestos and 29 loads of ACM-containing demolition debris, totaling 786.16 tons, were transported to Minerva Enterprises, Inc. in Wayneburg, OH for disposal.
• From November 3 through December 4, 2004, START performed perimeter air monitoring for particulate and asbestos.
• On November 8, 2004, ERRS subcontractor Mill City Environmental and its subcontractor S&R Demolition, Inc. (S&R) constructed a wooden frame around the dam sluice gate and along the cantilever wall to prevent the gate and wall from being damaged by falling debris during demolition activities.
• From November 9 through 13, 2004, S&R demolished the mill building.
• From November 9 through 30, 2004, S&R conducted personnel air monitoring for asbestos.
• From November 11 through December 9, 2004, 7 roll-off containers of washed steel were transported to Metals Recycling in Johnston, RI for recycling.
• On November 18, 2004, Weston START conducted a bid walk to facilitate the preparation of a historical preservation survey.
• On November 18 and December 4, 2004, START collected three soil samples from the building footprint and field screened the samples for metals. No elevated levels of heavy metals were detected.
• On November 19, 2004, Michael McDaniel and Matt Williams of CT DEP were on site to observe site activities.
• On November 22, 2004, S&R installed six drainage holes in the western wall of the building foundation.
• On November 29, 2004, S&R uncovered a septic tank between the mill building foundation and the abutter’s property. On December 7, 2004, MCE subcontractor, C&J Portables, was on site to remove 600 gallons of material from the septic tank. S&R then decommissioned the tank.
• From November 30 through December 7, 2004, 19 loads of brick (approximately 18 cubic yards each) were transported to American Brick in Bloomfield, CT for recycling.
• From December 6 through 10, 2004, S&R backfilled and graded the foundation of the mill building.
• From December 8 through 10, 2004, S&R installed cinder blocks in the former window openings along the buildings foundations.
• On December 8, 2004, Mr. George Scarveles, the property owner, and his nephew Ed Thomas visited the site to observe the activities to date.
• From December 13 through 17, 2004, MCE subcontractor, Westboro Fence Company, installed a permanent security fence along the perimeter of the mill building foundation.
• On December 14, 2004, Peg Lorenzo of the US Army Corps of Engineers and the owner of the abutting building, Wagar Associates, visited the site to inspect the site prior to the winter demobilization.
• On December,16 2004, EPA, ERRS, and Weston conducted a post-demolition site walk with Stephen Dahlem of the Connecticut Department of Public Health and CT DEP representative Matt Williams.
• On December 23, 2004, START mobilized to site to conduct a post-demobilization followup inspection to ensure the site was secured for the winter months and that the signs had been posted along the security fence.
• Complete site restoration activities in April 2005.
• Perform historical documentation of the site.
