The Site is located at 63 Brunswick Avenue in the Town of Plainfield (the Town), Windham County, Connecticut. Geographic coordinates are 41∘ 43' 01" north latitude and 71∘ 51' 39" west longitude.
The Site is a former textile mill abandoned in the late 1970s. The property consists of an abandoned two-story building in a state of disrepair and one 20,000-gallon underground storage containing several hundred gallons of unknown liquid. Insulation and other building materials are suspected to contain asbestos.

- From May 16 to May 20, 2005, Mill City Environmental (MCE), an ERRS subcontractor, conducted the restoration activities at areas disturbed during the removal action including re-paving the abutter's driveway, installing a drainage swale east of the foundation, and regrading, adding topsoil, and hydroseeding the disturbed area. OSC Allen Jarrell monitored on-site activities while OSC Tsang attended Incident Command System (ICS) training in Edison, NJ.
- On May 18, 2005, Matt Williamson of CT DEP, OSC Jarrell, and ERRS RM Overend met to review the current site activities. They inspected the asbestos containing roofing shingles and debris that was partially buried in a hill and embedded around the exposed tree roots, at an area estimated to be 65 feet by 14 feet, around the base and the bank of the hill and stone ledge located north of the Carvill Mill Building.
- On May 18, 2005, OSC Jarrell and ERRS RM Joe Overend informed OSC Tsang of recently uncovered partially buried asbestos containing roofing shingles and debris. OSC Allen collected and sent a sample of the debris to the EPA New England Regional Laboratory (NERL) for asbestos analysis. The sampling result confirmed that the debris contained 2 to 3 percents asbestos.
- On May 18, 2005, OSC Jarrell and RM Overend conducted a post restoration site walk with Peter Baldes of Wagner Associates. Mr. Baldes agreed that the site restoration work was complete at his property.
- On May 19,2005, MCE shipped 4 bags pf non-friable asbestos debris to the E.Q. landfill in Michigan for disposal.
- From June 6 to 24, 2005, RM Overend and personnel from Fleet Environmental (Fleet) mobilized to the Site and conducted the following:
- set up silt fence and hay bales along the bank of river and perimeter of the work area.
- set up construction fence round work area.
- conducted clearing and grubbing area where asbestos roofing materials are found in order to provide safe access for asbestos removal.
- removed asbestos-contaminated roofing debris and soil from the slope and base of the embankment.
- shipped 2 roll-offs of asbestos debris to Turnkey Landfill, in NH for disposal.
- conducted personal and perimeter air monitoring for asbestos during the removal.
- regrading and seeding areas disturbed by removal activities.
- On June 21, 2005, Jeff Chandler of CT DEP was on-site to review the current site activities with the ERRS RM and Fleet.
- On June 23, 2005, RM Overend, OSCs Tsang and Jarrell met with Stan Parosk (Plainfield DPW) and Donald Gladdings (first selectman) on-site to final work completion site walk and discuss the post removal site security issues. Mr. Gladdings and Mr. Parosk indicated that, despite the fact that the site and its restored embankment will be even more attractive to all terrain vehicles (ATV), the jersey barriers currently located at the base of the ledge must be removed in order to protect the town's liability. Mr. Gladdings indicated that he will coordinate with the police chief to have a police officer available to frequently monitor the site and discourage kids from hanging out.
