On March 16, 2005 FDEP conducted a site inspection at the Foremost Fertilizer. The inspection was initiated from a NRC fax, which indicated drums leaking on the ground. FDEP observed approximately one hundred twenty, 55-gallon drums and approximately fifty, 30-gallon drums. Many of the drums were found to be rusted, leaking, and bulging. A thick black liquid had also been released from the containers and had pooled at one end of the drums.
The facility indicated the drums contained coal tar. OSC Stilman was dispatched to the scene.
OSC Stilman arrived on-scene to assess the situation. The drums were found inside of a fenced area, at this active facility. The drums also appeared to be in their present location for some time.
FDEP conducted sampling of the drums on 3/24/05. FDEP is working on removal of the drums with the facility owner.
EPA actions to be based on the results of the FDEP sampling and the potential for FDEP directed drum removal.
