The Site is the location of a large former mill complex originally constructed in the early 1900s and most recently used by the Inter Royal Corporation to manufacture office furniture. The Site is located at 20 Reservoir Street in Plainfield, Connecticut and described on page 421 of Deed Book 55. The Site is bounded to the east by Reservoir Street, to the west by railroad tracks, to the south by a warehouse, and to the north by State Route 14A.
On April 26, 2005 a fire destroyed the three-story section of the mill, located on the northern portion of the property. The single-story section of the mill, located on the southern portion of the property, was not affected by the fire. Friable asbestos in pipe and boiler insulation and lead in ash and surface soils in the area of the fire-damaged, former three-story structure posed a direct contact threat to local residents and those who may enter the Site. EPA and CT DEP have conducted this removal action as a joint, multi-agency cleanup. Removal activities have been confined to the northern portion of the Site, where the three-story section of the mill was located.
EPA and the Emergency Rapid Response Services (ERRS) contractor have completed the removal and segregation of wood, brick, metal, and other debris from the footprint of the former 3-story structure. Lead-contaminated ash and soils from the footprint area have been excavated, screened, and shipped off-site via rail for disposal at an EPA-approved landfill. Off-site disposal of this waste stream was completed on March 24, 2006.
On March 9, 2006, the Connecticut Department of Environmental Protection (CT DEP) and its contractors completed trucking the various non-hazardous construction debris waste streams off-site for recycling and disposal. In total, 256 truckloads (approximately 5149 tons) of brick, 165 truckloads (approximately 3967 tons) of wood/construction debris, and 49 truckloads of scrap metal were shipped off-site.
EPA plans to conduct grading and backfilling to secure the Site, using clean fill to be provided by the Town of Plainfield.
The Town of Plainfield is currently attempting to secure a source of clean fill for the former building foundation area.

Between November 10, 2005 and November 21, 2005, 10 rolloff containers (approximately 120 tons) of asbestos from the former boiler room cleanup were shipped to the Turnkey Landfill in Rochester, New Hampshire for disposal via landfilling.
Between November 10, 2005 and November 18, 2005, 23 truckloads (655 tons) of asbestos-contaminated debris from the former boiler room cleanup were shipped to Minerva Enterpises, Inc. in Waynesburg, Ohio for disposal via landfilling.
Between March 14, 2006 and March 24, 2006, 35 rail cars (3250 tons) of lead-contaminated ash/soil were shipped to the BFI Niagara Falls Landfill in Niagara Falls, NY for landfilling.
