The ESB Inc., Site is a defunct facility that manufactured lead-acid automobile batteries. Operations began at the Site in 1948 and ceased in 1988. It was alleged that during the manufacturing, lead particles were possibly released to the atmosphere via the elevated roof stacks located in the operations area. The Site is located in a light industrial area in southwest Atlanta, Georgia, and is bordered on two sides by a densely populated residential community. The nearest group of residential houses is located approximately 500 feet to the west of the facility. A child care center is located directly across the street from the facility on the west.
The ESB Site consists of the former ESB battery manufacturing facility and the private properties immediately surrounding the facility. There are two removal actions underway. The facility is conducting an enforcement-lead action within the facility grounds and EPA is conducting a fund-lead removal action at the private and residential properties. The contaminant of concern is lead. The private properties have lead contaminated soil from stack deposition that occurred during the facility's operational history.
During this reporting period, removal activities, including excavation, disposal and restoration, were completed at 17 residential properties and 2 alley ways adjacent to several of those properties.
In addition,690 Erin Ave, 785 Erin Ave, 1290 Allene Ave, 784 Beechwood Ave and 778 Beechwood Ave were screened and no elevated lead levels of concern were discovered. Also, after screening of 1299 Allene Ave and 789 Beechwood Ave indicated potential elevated levels, further sampling and anaylitical data indicated the properties did not pose an exposure threat to elevated lead levels of concern.
During this reporting period, no activities occurred on-site during 2 extended breaks for the EPA contractors. One break occurred from November 17-27 for the Thanksgiving holiday and the other occurred from December 21, 2006 - January 2, 2007 for the Christmas and New Year holidays.
Over the course of the entire project, removal activities were completed at the following properties: 794 Hartford Pl, 793 Hartford Pl, 791 Hartford Pl, 790 Hartford Pl, 787 Hartford Pl, 786 Hartford Pl, 1239 Allene Ave, 1243 Allene Ave, 1255 Allene Ave, 1259 Allene Ave, 1263 Allene Ave, 1272 Allene Ave, 1276 Allene Ave, 1280 Allene Ave, 1283 Allene Ave, 1284 Allene Ave, 1289 Allene Ave, 1293 Allene Ave, the alley way behind 1273-1299 Allene Ave, the alley way behind 1272-1290 Allene Ave, 741 Erin Ave, 735 Erin Ave, 731 Erin Ave, 727 Erin Ave, 721 Erin Ave, 717 Erin Ave, 713 Erin Ave, 707 Erin Ave and 703 Erin Ave.
During this removal action, 7.56 tons of hazardous waste, due to the toxicity characteristics for lead, was disposed of at a Subtitle C landfill and approximately 4,244.25 tons of material was disposed of as non-hazardous.
All removal site activities were completed at the site on January 17, 2007. All contractor personnel and equipment were demobilized from the site on January 18, 2007.

Pursuant to the AOC, under the PRP-lead cleanup, the owner(s) of the Exide facility will conduct cleanup activities within the confines of the former Exide Battery property.
There are future actions to consider in the area. At one point, EPA was asked to look at a ditch located not far from the ESB Facility. The ditch is located where University Drive dead-ends on the west side of Metropolitan Avenue. Apparently, the area that includes the ditch is proposed for inclusion in the Atlanta Beltway Project. At some point prior to EPA's removal activities, the owners or prospective purchasers of the ditch and surrounding area initiated a Phase I assessment and the ditch was determined to be contaminated. Since one contaminant of concern was lead, EPA was later asked to consider the ditch as part of the EPA removal activities at the ESB Site.
Upon futher consideration, EPA determined that remediation of the ditch, though necessary, did not fall under the scope of work as described in the signed Action Memorandum for the ESB Site. After futher investigation, EPA was unable to find a viable pathway leading from the facility to the ditch. And, additional sampling conducted by EPA contractors indicated contaminants other than lead, that could be attributed to other factors in the immediate vicinity of the ditch. There is other industry in the area and local residents informed EPA contractors that the wooded ditch area was a common illegal dump site. Due to time and budget constraints, and the fact that the contamination could not definitely be determined to have been caused by the ESB facility, EPA did not conduct removal activities at the ditch at this time as part of the ESB Superfund Site.
