Site Description
The St Clair Shores PCB Drain Site is located in St Clair Shores, Michigan.  The site encompasses a several block area where polychlorinated biphenyls have been documented to be present in significant quantities in an underground utility corridor.  The PCBs constitute a potential threat to the environment. The storm sewer is approximately 15 feet underground.  The PCBs are migrating into the storm sewer which empties into two canals connected to Lake St Clair.  

US EPA has initiated a time-critical removal action to trap the PBCs in place and to also remove PCB-contaminated soils from several surface locations identified by the Michigan Department of Environmental Quality.

Current Activities
• On Saturday, July 8th and Sunday, July 9th 2006, no on-site activities occurred.
• On Monday, July 10th, 2006, EPA crews continued to backfill excavations and prepare for the sewer cleaning and Cured In Place Pipe (CIPP) installation.
• On Tuesday, July 11th, 2006, crews continued to backfill excavations and prepare for the sewer cleaning and CIPP installation. Sewer cleaning operations commenced, however; the subcontractor had product already in their vac truck.  US EPA required the subcontractor to empty and clean their truck prior to its use on this site and these operations were suspended for the day.  After further inspection, the truck (which is brand new) was not yet labeled or licensed and this activity will be suspended until the subcontractor is ready to perform the work correctly.
• On Wednesday, July 12th, 2006, the START contractor installed data recording instruments into 3 on-site monitoring wells to assist with determining if the proposed slurry wall injection around the sewer is effective.  Backfill operations also continued.
• On Thursday, July 13th, 2006, EPA crews continued to backfill previously excavated areas.
• Friday, July 14th 2006, EPA drain contractor Jet-vacuumed and video documented the 15 inch drain areas in the southwest corner of Bon Brae and Harper Roads, the northeast corner of Bon Brae and Harper Roads into the car wash area, and also Jet-vacuumed the 300 ft section of 48 inch drain on Harper Road south of Bon Brae Road.  Excavation equipment was decontaminated and will be demobilized next week.


Planned Removal Actions
• Continue to monitor data from the Mini-troll instruments installed in the wells.
• Continue to dewater and jet-vacuum isolated sections of the sewer prior to commencing CIPP work.
• After the sewer cleaning activities are complete EPA will install CIPP in the sewer. The subcontractor for this work will pre- and post-video the pipe and also conduct all appropriate tests on the installed material.
• Jet Grouting will take place in three pre-determined areas around the sewer pipe to trap the PCB contamination in place.  Each area will be grouted to a depth of 30 feet starting from the bottom and extending to the surface.


Next Steps
• Continue to backfill all excavation areas and re-seed those areas.
• Complete disposal of staged PCB-contaminated soil.
• Install CIPP.


Key Issues
• PCBs on the property of an operational business were documented by MDEQ.  MDEQ has issued the business a Due Care letter to control the contamination.
