The St Clair Shores PCB Drain Site is located in St Clair Shores, Michigan. The site encompasses a several block area where polychlorinated biphenyls have been documented to be present in significant quantities in an underground utility corridor. The PCBs constitute a potential threat to the environment. The storm sewer is approximately 15 feet underground. The PCBs are migrating into the storm sewer which empties into two canals connected to Lake St Clair.
US EPA has initiated a time-critical removal action to trap the PBCs in place and to also remove PCB-contaminated soils from several surface locations identified by the Michigan Department of Environmental Quality.

• On Monday, July 17th 2006, the subcontractor plugged sections of the drain line to pump water out of the drain line for the pending cured in place pipe (CIPP) activities. EPA crews graded previously excavated and backfilled areas to prepare for seeding. The equipment previously used for excavating PCB contaminated soils was decontaminated. Confirmation wipe samples were collected from the equipment that was decontaminated. Jet grouting activities were initiated to create a barrier in the utility corridor in order to trap the PCBs in place.
• On Tuesday, July 18th 2006, work crews enlarged manhole opening at MH 7178 by saw cutting the concrete to prepare for lining activities. Crews also continued cleaning drain lines. Jet grouting activities continued.
• On Wednesday, July 19th, 2006, the staging area for the sediments (if any are recovered) from the drain cleaning work was established. Drain cleaning activities in preparation of the CIPP installation continued. Jet grouting activities continued.
• On Thursday, July 20th 2006, EPA crews continued to dewater, clean and video the drain line on Harper Ave. and Bon Brae. A subcontractor was onsite to install an additional monitoring well on the west end of Bon Brae (outside of the affected drain area.) A mini-troll will later be installed in this well for additional water flow information. Jet grouting activities were completed.
• On Friday, July 21st 2006, EPA crews continued to dewater, clean and video the drains on Harper and Bon Brae. The mini-troll (water flow and temperature monitor) was installed in the new monitoring well located on the west of Harper on Bon Brae. Liners were installed in the two 15-inch drains west of Harper on Bon Brae.
• EPA will stage any sediment removed from the drains in a roll-off at the staging area at 19600 Pleasant Road, St. Clair Shores, MI.
• Mini-trolls will be monitored to observe flow and temperature during the work in the drains.
• Continue sewer drain dewatering and cleaning prior to CIPP installations.
• After the sewer cleaning activities are complete EPA will install CIPP in the sewer. The subcontractor for this work will pre- and post-video the pipe and also conduct all appropriate tests on the installed material.
• Complete restoration of backfilled areas.
• Dispose of staged PCB-contaminated soil/sediments.
• Complete CIPP installation and rehabilitate manholes.
• Document remaining issues once this time-critical removal is complete.
• PCBs on the property of an operational business were documented by MDEQ. MDEQ has issued the business a Due Care letter to control the contamination.
