Pollution Report (POLREP) #8
Site Description
The St Clair Shores PCB Drain Site is located in St Clair Shores, Michigan.  The site encompasses a several block area where polychlorinated biphenyls have been documented to be present in significant quantities in an underground utility corridor.  The PCBs constitute a potential threat to the environment. The storm sewer is approximately 15 feet underground.  The PCBs are migrating into the storm sewer which empties into two canals connected to Lake St Clair.

US EPA has initiated a time-critical removal action to trap the PBCs in place and to also remove PCB-contaminated soils from several surface locations identified by the Michigan Department of Environmental Quality.

See Polreps 1-7 for further details.

Current Activities
From August 5 through August 14, the majority of Site work was completed.  The Cured in Place Pipe (CIPP) work was completed and final disposition of wastes occurred.  A video was shot inside the CIPP to document the work activities.

On October 12, 2006, a final round of seeding was conducted to make sure that re-vegetation occurred in the excavation areas.

Planned Removal Actions
US EPA has continued to coordinate with MDEQ through the spring of 2007 in regards to this site.  Some funding is available for continued work by the City and County contractor, but that funding is limited.

Next Steps
Refer Site to other programs for potential additional work.

Key Issues
On July 9th, 2007, OSC Kimble sent out a memorandum documenting the completion of Removal Program activities at this Site.  PCB waste still exists at the site in subsurface environments and in the sewer system at elevated levels.

The Site files will be shipped to the U.S. EPA records center in Chicago later this week.
