Current Activities
On February 4, HEPACO received TCLP confirmation laboratory results for stockpiles 9A, 10a, and 11.  On February 5, 6, 7, and 8, HEPAO loaded and transported a total of 68 loads of treated soil to BFI Landfill in Concord, NC.  Rain at the Site on February 6 halted afternoon operations, and operations resumed the morning of February 7.  All treated soil was removed by February 8 and no more contaminated soil was excavated after this date.

Based on load counts HEPACO anticipates final tonnage of treated soil for the project will be approximately 4000 tons.

NK Holdings determined during the week of February 4 not to perform further excavation in grid locations with lead concentrations above the cleanup level at a depth of 24 inches below ground surface.  Due to language in the AOC which allows for an excavation limit of 24 inches, Type III samples (as established in the Sampling Plan) were collected for laboratory confirmation from these grids.  Per the instruction of OSC Huyser, construction fence was placed in the grid locations of concern to provide a visual barrier in the event of future excavations.

During the week of February 11, HEPACO completed backfilling all grid locations, began decontaminating and demobilizing equipment, and continued seeding and mulching backfilled areas.  Large storms and rains during this period slowed demobilization efforts into the following week.

OSC Huyser and START visited the Site on February 21.  A large pine tree that had fallen from the easement east of the IMACO building and onto the IMACO lot during a major storm the previous week had been cut up and removed by HEPACO.  Seeding and mulching had been completed and new growth was observed in several places around the site.  The silt fencing remained in place and will be removed by HEPACO when restoration is complete.  Two drums that were discovered in the waste pile several weeks earlier had not yet been removed from the site.  XRF readings indicated that one drum contained elevated concentrations of lead, and mobile spectrometer readings indicated the other drum contained what was likely an industrial cleaner.  OSC Huyser directed HEPACO to complete any necessary analysis of materials in the drums and dispose of them appropriately.


Planned Removal Actions
- Sampling to determine the aerial and vertical extent of contamination on-site and adjacent properties (COMPLETE)
- All soils and sediments on-site and on adjacent properties which are contaminated above RALs shall be excavated (COMPLETE)
- All waste streams shall be disposed of by appropriate measures as determined by the disposal profile (INTERIM)
- Restore areas which are disturbed by the removal action to their pre-remvoal state to the maximum extent practicable (ONGOING)


Next Steps
- Replace fence between IMACO property and Colter Electric lot
- Repair fence behind 2117 South Main Street
- Sample, if necessary, and dispose of the two drums from the waste pile
- Complete demobilization of equipment
- Complete restoration of vegetation
- Submit final report
