On Wednesday, April 18th at approx 9:30am, a JAT Oil tanker transporting 7300 gallons of No. 2 fuel oil overturned along Highway 64 at Mile Marker 12 along the Ocoee River east of Parksville, Tenn. JAT Oil hired Marion Environmental of Chattanooga, Tenn as the clean up contractor for the incident. The clean up contractor immediately placed hard boom at three locations along the Ocoee River to contain the oil; two downstream of the incident and one upstream.
The OSC coordinated clean up efforts with the responsible party, JAT Oil, as well as Marion Environmental, Polk County EMA Director Tony Reynolds, TDEC's Terry Whalen, TEMAs Richard Taylor and Tennessee Wildlife Resources Jeff Bishop.
After the initial accident, Marion Environmental immediately placed hard boom at three locations along the Ocoee River near Mile Marker 12 to contain the fuel oil and began off-loading the tanker. 4325 gallons of fuel oil were recovered from the tanker before it was moved from the river bank, resulting in a loss of approx 3000 gallons to the Ocoee R. and surrounding soil.
Over the next three days, Marion Environmental conducted the oil clean up in three operational phases including contaminated soil removal, oil collection and skimming operations along the Ocoee River and site restoration activities required by Tenn DOT.
From Wednesday, April 18th through Friday, April 20th, Marion Environmental removed approximately 120 cubic yards of oil contaminated soil and debris from the river bank and began backfilling the excavated area with rip rap and top soil. Oil collection and skimming operations from boomed areas were also conducted during this time resulting in approximately 15,000 gallons of fuel oil/water mix being disposed of at a local disposal firm. The OSC conducted a final survey along the river bank on Saturday, April 21st, and coordinated remaining clean up efforts with Marion Environmental and Polk County EMA Director Reynolds.
On Monday, April 23rd, Marion Environmental arranged for the delivery of top soil to cover the excavated area along the river bank. Polk County EMA Diector, Tony Reynolds continues to oversee the final phase of this clean up.
