The Owens Plating Company Site which is located in Rainbow City, Etowah County, Alabama was a metal plating facility that operated three zinc-on-carbon-steel processes. The Site is a former electroplating facility that ceased operations in early 2003 and shut down the premises in 2004.
The Site consists of a large combined building that is approximately 56,500 square feet in size. The site is located at 1440 Sutton Bridge Road in Rainbow City, Etowah County, Alabama. The site sits in a mixed-use community, with industry and residences nearby. The 56,500 square foot facility’s wall structure is compromised and allows for easy access into the facility. The facility has an area containing approximately 117 vats and 388 55-gallon drums along with approximately 1,000 small containers located in the laboratory. These containers range in size from 100 milliliters to 5 gallons. Many of the drums and small containers are unlabeled and the contents of the 177 plating line and water treatment vats have not been identified. The plating vats all have material present, either in liquid or solid/sludge form. The facility has rapidly deteriorated due to the corrosive environment produced by the abandoned plating lines.
During the period represented for POLREP #5, August 2007 EPA accomplished the following tasks and operations at the Owens Plating Site:
• Demolished and removed the roofing of Zone E.
• Disposed of (8) 30 cubic yard roll offs of construction debris for a total of 63 for the project
• Bulked acids, caustics and peroxides, completed profiles and awarded disposal to Heritage Environmental Services.
• Bulked combustible and flammable liquids and awarded disposal to EWS.
• Bulked and reacted chemical solids are being stockpiled.
• Bulked neutral liquids, completed profiles and awarded to Heritage Environmental Services.
• Bulked Chromic water, profiled and awarded to EQ Detroit, Inc for disposal at their Fredrick, Michigan facility. There were 14 tankers that totaled 67,489 gallons.
• Three 30 cubic yard roll offs of recycled metal were shipped off site. To date, (15) 30 cubic yard roll offs, (2) trailer loads and one flatbed of (4) hoppers of Zinc anodes have been shipped off site
• All Mercury waste streams were profiled, manifested and shipped via PSC-Allworth, Inc. The final destination of disposal is Supreme Recycling in Lakewood, NJ.
• Analytical samples were taken from the solidification pit (WWTP) and sent to the lab for analyses. EPA continues solidification using Portland cement.
• ERRS using Hoeram to break out concrete in areas of WWTP and stockpiling.
• Decontaminated one 21k Frac Tank and returned to vendor.
• Transported bulked acids off site to Heritage. Approximately 200 gallons remain on-site and will be combined with existing waste streams as an alternative to the cost of bringing in an additional tanker to remove.
• Performed a bench-scale test on solidification materials. Determined Portland cement would be best option as the polymer was unable to solidify at low % levels.
• Collected 19 soil samples from beneath the foundation and surrounding areas, including off-site samples collected from the city water treatment plant property. All samples analyzed for metals and chromium speciation. 3 samples exceeded the preliminary Remediation Goals for residential soil, however, none exceeded the PRG levels for Industrial Soils. Owens Plating is classified Industrial. According to sampling results of property adjacent to the remains of the Owens facility, no off-site soils have been impacted by previous or current operations.
• START and ERRS drilled 11 cores through the foundation of the remaining building to identify the extent of contamination under the concrete slab.
• Collected a sample of the removed concrete for disposal profiling.
Submit concrete samples for analysis.
Begin excavation of soils in Zone J for profiling and removal.
