On 06/09/2007, at 1245 hours, OSC Kathy Parker arrived at the scene of the incident and after assessing the situation, requested that Unified Command be established. The following agencies agreed to form Unified Comand and an Incident Commander from each was identified: WDOE, EPA, Washington Fish and Wildlife, Pettit Oil, Washington State Patrol.
Booms and absorbent pads placed in the wetlands and on Mox-Chehalis Creek to restrict the flow of fuel along surface water appear to have been effective. A water sample was collected from the house of a concerned resident and tested on-site for BTEX. Results were non-detect indicating the drinking water well had not yet been impacted by the fuel spill. Surface water samples analyzed on-site indicated the water in the median was contaminated with fuel.
The soil in the median was peaty and absorbent so interceptor trenches were dug to allow fuel to drain from the soil and be vacuumed as liquid with the standing water. Vacuuming of draining fuel continued through the night and through Sunday. Approximately 30 cubic yards of soil were excavated from the median and transported off-site for disposal.
