Site Description
The Deland Leasing Drum site houses approximately 220 55-gallon drums, as well as hundreds of other smaller containers.  Florida DEP personnel conducted sampling activities at this facility the first week of September 2007. The results of this sampling event revealed that many of the drums at this Site contain hazardous substances.  Furthermore, FDEP noted that several of the drums were leaking.  In turn, once the sampling results were received by FDEP and they confirmed that hazardous substances were leaking at this facility, they contacted EPA Region 4 and requested our assistance in addressing this facility (October 3, 2007)

Current Activities
On October 3, 2007, OSC Russell contacted the listed property owner (as per the Volusia County Property Appraiser's Office) and advised the PRP that an imminent threat was present and that FDEP had requested EPA's assistance in addressing this threat.  The RP advised that the business was no longer in business and that funds for mitigating this threat were not available.  OSC Russell requested access to the property to conduct Emergency Removal actions and the RP verbally approved access.

EPA, along with START TTEMI, and ERRS WRS, Inc., mobed to the site on 10/04/2007.  Air monitoring activities were conducted and screening activities were conducted.  Crews began opening, sampling, and overpacking the drums in Level B and Level C PPE.

As of 10/05/2007, these actions continue and are anticipated to continue for several more days.

Continue opening, sampling, overpacking, and staging drums at the Site.  Ensure the threats have been mitigated.

Send samples off to determine disposal options. Demobe from the Site once it is stabilized and return after the sampling data has been received and disposal options can be confirmed.


Key Issues
Several drums of ignitable wastes are present.

The Site is in close proximity to two other businesses, one of which is a bulk oil storage facility.
