The Deland Leasing Drum site houses approximately 220 55-gallon drums, as well as hundreds of other smaller containers. Florida DEP personnel conducted sampling activities at this facility the first week of September 2007. The results of this sampling event revealed that many of the drums at this Site are hazardous substances. Furthermore, FDEP noted that several of the drums were leaking. In turn, once the sampling results were received by FDEP and they confirmed that hazardous substances were leaking at this facility, they contacted EPA Region 4 and requested EPA's assistance in addressing this facility (October 3, 2007.)
During this reporting period, the following actions were completed: All leaking drums were sampled and overpacked. Representative samples of the remaining drums were taken for treatment and disposal options. All small containers (<55 gallons) were collected and staged. Representative samples of these items were taken for treatment and disposal options. The "sump" systems located at this Site were sampled and then properly secured. All containers, drums, etc. were staged in an open bay at the site. EPA invited the Deland Fire Department on-site to conduct response pre-planning activities, in case of an emergency at this site.
Hazardous substances on-site will be removed and properly disposed of. If analytical data indicates that the "sumps" contain hazardous substances, soil removal may be conducted.
Await analytical data to determine disposal options.
EPA, START, and ERRS demobed from the site and will return to conduct further cleanup and disposal operations, once analytical data is received.
