The Plastech facility located off of US Hwy 34 in Winnsboro, Fairfield County, South Carolina (Site) formerly produced plastic parts for domestic and foreign automobile manufactures. The facility ended operations in May 2008 and entered into bankruptcy.
South Carolina Department of Health and Environmental Conservation (SCDHEC) referred the Site to ERRB for removal site evaluation. Upon arrival on February 2, 2009, the EPA OSC discovered approximately 60 + unsecured drums, containers, and totes containing solvents, corrosives, and oil/greases. The OSC mobilized START and ERRS on February 3, 2009 to secure and stabilize the Site and coordinate disposal of the remaining waste.
Following a review of the bids for waste disposal, Environmental Enterprises Inc. and Giant Resource Recovery were selected for hazardous waste disposal. All non-hazardous waste was sent to CMEG Inc. The ERRS contractor arranged for the waste to be shipped by Environmental Options Inc. On March 25, 2009, the waste was loaded and transported to their respective disposal facilities for disposal. EPA and ERRS demobilized from the site on March 25, 2009.
Waste consisting of VOCs and hydraulic oil still remain on site. The majority of this waste is present in 1 gallon containers. However, there are two sumps within the building each of which contain approximately 500 gallons of used hydraulic oil. A prospective purchaser has agreed to collect and dispose of this waste in compliance with regulatory requirements.
