Site Description
EU002 is in Saginaw Township, Saginaw County, Michigan, and is contaminated with dioxins and furans from Dow Chemical Company's Midland Plant.

EU002 is located along West Michigan Avenue and is generally located approximately 7 miles to the west and 1 mile to the south of the intersection of Interstate 75 and State Route 46 in Saginaw, Saginaw County, Michigan.  EU002 is approximately 3,000-foot long by 500-foot wide area along the northeast bank of the Tittabawassee River, 3 miles upstream of the confluence of the Tittabawassee and Shiawassee Rivers.  EU002 includes a 5-acre public park named West Michigan Park (WMP); a condominium complex located directly adjacent to and west of WMP; several residential properties directly adjacent to and east of WMP.  Site activities will be concentrated to the areas of WMP; two elevated contamination areas near single condominiums and four elevated contamination areas near single-family residents (ECAs); and a moderate-use zone (MUZ) in several areas located on the wooded portion of the residential properties.  EU002 is located approximately 15 miles down river from the Midland Plant.


Current Activities
June 26 through June, no site activities were conducted and site security concluded with all large equipment demobilized from site on June 25.

Wednesday, July 1, 2009, meeting conducted at Property G to go over MUZ use questionnaire.

Thursday, July 2, 2009, culvert, stone and dirt placed to create a walkway to the playground area from the driveway and area prepped it for concrete.

July 3 through 6, no site activities were conducted.

Tuesday, July 7, 2009, concrete installation completed for playground walkway, 2 small pads for benches by playground, walkway to boat launch, and a concrete pad for a picnic table in the southeast section of WMP.

Wednesday, July 8, 2009, no site activities were conducted.

Thursday, July 9, 2009, MUZ meeting conducted at Property F and landscaping around concrete is completed.  WMP picnic table tops are painted and site benches are washed.

Friday, July 10, 2009, installation of guardrails along driveway begins.
July 11 and 12, 2009, no site activities were conducted

Monday, July 13, 2009, guard rail installation completed, asphalt application on WMP driveway begins. Conducted MUZ meetings at Property D and E.

Tuesday, July 14, 2009, asphalt application completed.

Wednesday, July 15, 2009, installation of 5,000 live plants along shoreline begins. Crews remove two newly planted trees that have died.

Thursday, July 16, 2009, installation of 5,000 live plants along shoreline is completed.

Friday, July 16, 2009, installation of gravel along paved driveway is conducted.  WMP grass is mowed and ECA-03 overgrown vegetation is trimmed.  

Total site removal tonnage is amended to include an additional 60.45 tons that was not recorded from 6/16/2009.


Planned Removal Actions
Removal activities within WMP complete.  Barrier control plan complete at ECA-01, ECA-02, and ECA-06. After the vegetation has been re-established, re-installation of park equipment will begin and the park will be re-opened to the public.

Next Steps
Continue barrier control plan implementation of ECAs 03, 04 and 05 and evaluation of property usage of the moderate use zone (MUZ) will continue.

Key Issues
Total soil removal tonnage has been amended to include 60.45 tons that was missed from 6/16/2009 for a total of 17,370 tons.  Dust and turbidity monitoring are complete. Only one exceedence from dust monitoring was recorded however, it was documented to be unrelated to activities associated with the site.  Turbidity remained at background levels during site activities. A Post Removal Site Control plan will be finalized for EU002 to conduct sampling and monitor the integrity of the cleanup after flood events.  Schedule and completion date are subject to weather conditions.

 
Disposition Of Wastes
Contaminated soils are being transported to Waste Management's People's Landfill located in Birch Run, Michigan for disposal.
