Site Description
The fire impacted areas including the conex boxes have been cleared of all debris, fire impinged ammunition and brass.  All chemical containers not including household hazardous waste have been removed from site.  The household hazardous waste collected during the cleanup have been placed in one of the conex boxes.  All drums of ammunition awaiting destruction, one yard containers and drums containing ammunition impregnated plastic and contaminated soil has been segregated into a fence off areas on the south end of the burn area awaiting disposal.

Current Activities
06/22/09
Personnel: 1 OSC, 3 START (1UXO), 6 ERRS, 2 PST

ERRS continued the sorting operations.  The City of Los Angeles and the PRP are continuing to supply roll-off-bins for solid wastes.  START continuing to HAZCAT chemical containers found on-scene.  While sorting through debris next to the barn inside the burn area, OSC Wise discovered a hand grenade.  After it was examined by the START UXO, it was determined not to have the high explosive in it, but it still had the fuse mechanism intact.  OSC Wise called the LAPD and FBI Bomb Squad and requested assistance.  LAPD Bomb Squad responded and conducted a render safe procedure on the grenade.  It was a practice grenade.

An agency meeting with representatives of LA City Councilmember Dennis Zine's office was held on-site.  Agencies represented included EPA, LAFD, LAPD and LADBS.

06/23/09

ERRS continued the sorting operations. While sorting ammuntion ERRS found a quantity of tracer and other inciderary small arms ammuntion.  It was set aside for examination by the Bomb Squad.
  
While sorting through debris placed on the west side of the barn early in the removal,  several 5-gallon containers of gunrange waste, degraded ammunition, freon containers, household hazardous waste and old rusty landmines were discovered.  The landmines were removed by the START UXO for later examination by the Bomb Squad.  

A representative from the San Bernardino Co. Sheriff's Dept. Bomb Squad was on-site to examine the ammunition EPA was requesting be destroyed in their HURD trailer.  

The roll-off-bins provided by the PRP was picked up.  OSC Wise directed the PRP to provide additional bins if she wanted the solid waste generated during the cleanup removed.  She complied with that request.  She informed the OSC, that EPA was free to dispose of all trash and debris in the cleanup area or throughout the entire site.  I also provided the PRP's insurance adjuster a tour of the site.  

06/24/09

ERRS continued the sorting operations.  ERRS began to segregate, sift and remove debris from conex 3.  During the removal operations in the conex box, additional 20mm, 50 caliber and small arm incinderary ammuntion was discovered. It was set aside for future examination by the Bomb Squad.  ERRS completed the cleanup of the burn area yard outside the conex boxes and the removal of all fire impinged ammo, brass and debris from conex box 3.  Several additional containers of fire impinged gunpowder were discovered while sifting the debris.

The START laid out a out a grid of the soil in the burn area to begin an XRF survey of the area.  The START continued to HAZCAT the chemical containers found on-scene.  Most of them are turning out to be household hazardous waste.

Representatives of the LADBS and City Attorney's Office were on-site.  The City Attorney's office indicted the PRPs for building code violations.  LADBS will red tag the barn as unsafe.

06/25/09

ERRS continued the sorting operations.  ERRS emptied conex boxes 1 and 2.  The debris was sorted for brass, ammo, gunpowder and other dangerous items.  

The START collected XRF samples from the gridded area laid out yesterday.

The FBI's Evidence Response Team and Bomb Squad was on-site.  The Bomb Squad removed the remaining gun powder and x-rayed the military munitions found previously.  The munitions were inert.  In the late afternoon, LAPD's Bomb Squad was on-site to remove the military munitions previously examined for transfer to the military.  The incinderary ammuntion was also removed by the Bomb Squad.

06/26/09

ERRS began to search the area directly west of the conex boxes for gun range waste.  LAPD's Bomb Squad had concerns about items that might be stored in that area.  The OSC spoke to the PRP about this area, she sent the OSC an e-mail stating that all items in that areas were trash, but requested EPA set aside any brass or scrap metal for recycling.  During the segregation, ERRS discovered a cluster bomb submunition and a rifle grenade.  Both were covered by a vegetation, leaves and debris.  Due to the inherent instability of these items and after the confirmed identification by the START UXO, OSC Wise requested the Bomb Squad from LAPD.  During the exvacution of site personnel, OSC Wise discovered 2 hand grenades in the area directly south of the burn area.  That area had been searched earlier by ERRS, PST and START UXO, that morning for range waste (four buckets found).  The range waste is a RCRA D001 and D008 Hazardous Waste).  The grenades were examined by the START UXO.  When the Bomb Squad arrived, the OSC and START UXO briefed them on the situation.  After they made an entry, they discovered an additional hand grenade.  The bomb squad x-rayed all of the items and determined them all to be inert except for the cluster munition.  The x-ray of the cluster munition was inconclusive.  Additional work by the Bomb Squad and the START UXO identified the type of munition.  It was determed to a incinderary-fragmentation munition. This was confirmed by the military EOD at Camp Pendalton.  The Bomb Squad conducted a render safe procedure of the munition using an explosive counter-charge and determined it to be inert.

After the Bomb Squad departed, the OSC, PST, START and ERRS conducted an extensive search of the area where the grenades were found.  The debris, ammo and brass was cleared from the area.  There was a large amount of degraded ammo.  During the search, another grenade was discovered.  It was determined to be expended by the START UXO and set aside for additonal examination by the Bomb Squad.  After completing the search in that area, the search was moved to the area west of the conex boxes where the cluster bomb was discovered.  A large amount of trash, debris, degraded ammo/brass was removed from the area.  The debris was disposed of and the ammo/brass was segregated.  The ammo was packaged for destruction and the brass was set aside.  A large rusty container of gunpowder was also discovered during the search.


Planned Removal Actions
During the week of July 6, 2009, the soil will be excavated and transported off-site for disposal.

The ammunition will either be destroyed by burning by one of the local bomb squads or sent off-site for disposal.


Next Steps
1.  Excavation and removal of the soil.
2.  Destruction of the ammunition


Key Issues
The City of Los Angeles has concerns about the status of the site after EPA departs.  EPA has recommended a coordinated LAFD, LADBS and CUPA involvement in the site.
