The Belcher/Robinson Foundry, located in Alexander City, is an abandoned ductile iron/grey iron foundry. EPA ERRB responded to a request from ADEM to address releases emanating from leaking drums and tanks on site. Initial reports from ADEM indicate the presence of an AST containing oil, several dozen drums containing hydraulic oil and sulfuric acid, plastic totes of various sizes, and paint cans. OSCs Alyssa Hughes and Stephen Ball deployed with START contract resources to assess the extent of contamination and ensure stabilization.
The site consists of 3 parcels of land totaling approximately 10 acres. There are 2 large warehouses, one smaller storage building, and one office building. A fence surrounds the property, but there are several locations where the fence line is breeched. The facility is located in a mixed residential/commercial area. There is an unnamed small creek that leads to the Carlisle Branch located along the northeastern border of the Site. A group of drums labeled Sulfuric Acid are located approximately 20 feet from the Creek. There is substantial staining along the runoff pathway leading to the creek.
The facility filed for bankruptcy in 2006. The county took ownership of the three parcels of land composing the property following failure to pay taxes.
On June 9, 2009 ERRS Contractor WRS Compass Inc. arrived on-site to assist with site stabilization activities. All containers with a capcity over 5 gallons and containing some volume of material were inventoried and staged in two seperate areas to minimize movement. Leaking drums were overpacked and material from leaking totes was placed in another tote. A total of 134 containers were identified.
A map of the facility identifying various process locations was located and will be reproduced for record purposes.
Several XRF readings were taken at various locations throughout the foundry sand pile. None of the readings indicated any levels of metals of concern.
On June 10, 2009 START, ERRS and EPA collected a sample from each container for hazard categorization field testing. The group performed hazcatting and identified potential waste streams. A composite sample of each waste stream will be sent to the laboratory for analysis. Potential waste streams are: oil, chlorinated oil, corrosives, petroleum containing water, and sludges/solids.
All empty containers were staged within the warehouse.
The fence surrounding the facility was repaired and new padlocks were placed on all of the gates.
The Site will be stabilized under an Emergency Action Memorandumm, and evaluated for a future Removal Action to address all site concerns.
Tomorrow the composite waste stream samples will be collected and sent to the laboratory. Following the results, the waste streams will be identified and the materials will be bulked appropriately prior to disposal. Disposal of materials is expected to take place in the next 2 weeks. This will conclude the emergency response portion of the site clean-up.
