Time-Critical - Removal Assessment Pollution Report (POLREP) #1

Site Description
NC DENR requested that US EPA conduct a removal assessment at the Southside Road Site located in Lincolnton, Licoln County NC. The site is a collection of residential wells located along Southside Road and Southside Church Road that have been impacted by tetrachloroethylene (PCE). The neighborhood wells have been sampled in 1996 and 1997 with sample reults as high as 160 ppb.  The RAL for PCE is 12 ppb.

Current Activities
Starting the week of July 27th, Region 4 ERRB, in conjunction with NCDENR, coordinated a sampling event of several potentially contaminated water wells around the Charlotte, NC area. EPA went door to door, public utility dept and county tax office to gather the following information.


1755 Southside Road - Signed access granting EPA permission to sample well.  START sampled homeowner’s well on 7/28/09.  PCE was found at 0.50 ug/L.  No further action is warranted.

1778 Southside Road – Connected to municipal water.  

1783 Southside Road – Connected to municipal water.

1800 Southside Road – Connected to municipal water.  However, homeowner signed access agreement to sample utility well.  START sampled homeowner’s well on 8/13/09.  PCE was found at 0.50 ug/L, which is below MCLs and RALs.  No further action is warranted.  

1821 Southside Road – Connected to municipal water.

1860 Southside Road – Connected to municipal water.

1878 Southside Road – Signed access granting EPA permission to sample well.  START sampled homeowner’s well on 7/28/09.  PCE was found at 55 ug/L.  Homeowner signed access agreement to install service line to municipal waterline.  EPA supplied water and connected home to county waterline on 8/14/09.  

1881 Southside Road – Connected to municipal water.

1904 Southside Road – Signed access granting EPA permission to sample well.  START sampled homeowner’s well on 8/13/09.  PCE was found at 50 ug/L.  The homeowner signed an access agreement to install a service line to a municipal waterline.  Installation of service line is currently in progress.

1909 Southside Road – Connected to municipal water.

1920 Southside Road – OSC was informed by neighbor that homeowner moved to Costa Rica six months ago.  Home is currently abandoned.

1938 Southside Road – Signed access granting EPA permission to sample well.  START sampled homeowner’s well on 8/13/09.  PCE was found at 45 ug/L.  The homeowner signed an access agreement to install a service line to a municipal waterline.  Installation of service line is currently in progress.

1947 Southside Road - Currently connected to county water line; however, resident signed access granting EPA permission to sample his utility well.  START sampled homeowner’s well on 7/28/09.  PCE was found at 54 ug/L.  Homeowner informed OSC that he prefers to keep his utility well unplugged.

1971 Southside Road – Connected to municipal water.


1995 Southside Road – Connected to municipal water.

2005 Southside Road – Group of three trailer homes currently on a community well.  OSC has left several voice messages with owner to obtain access to sample well.  OSC is waiting to hear from homeowner.

2036 Southside Road – Signed access granting EPA permission to sample well.  START sampled well on 8/13/09.  PCE was found at 1.1 ug/L which is below MCLs and RALs.  No further action is warranted at this time.

295 Southfork Road - Homeowner is on private well.  Homeowner denied access to sample.

1834 Windmill Lane - Signed access granting EPA permission to sample well.  START sampled homeowner’s well on 8/13/09.  PCE was found at 0.50 ug/L, which is below MCLs and RALs.  No further action is warranted at this time.

1879 Windmill Lane - Signed access granting EPA permission to sample wells.  The homeowner has one well used for drinking purposes and one used for utility purposes.  START sampled homeowner’s well on 8/13/09.  PCE was found in the utility well to be at 93 ug/L; which is above MCLs and RALs.  The homeowner informed the OSC that he would like to keep the well open for utility purposes.  PCE was found in the homeowner’s drinking well at 0.50 ug/L; which is below MCLs and RALs.  No further action is warranted at this time.

All other residents on Windmill Lane are connected to the municipal waterline.

Continue to install service lines and sample homes as needed.
