The 2020 Daniels Road Site is located in Howard County, Maryland, adjacent to the Patapsco River and the B&O Railroad just down stream of Jones Falls. The goal of the project, being performed under the Oil Pollution Act, is to remediate #6 oil contamination associated with the seeps observed to emanate from the property into the Patapsco River.
The OSC issued a PRFA to the US Army Corps of Engineers (Baltimore District) to complete the following objectives.
a. Implement immediate response measures to collect oil sheens and globules on the surface of the Patapsco River along the river bank adjacent to the Site;
b. Conduct assessments to ensure field investigation and remediation activities do not adversely impact historical structures or endangered species, if any are present on or adjacent to the Site;
c. Perform a field investigation to identify the source(s) of the oil sweeps and define the extent of subsurface and sediment contamination associated with the sweeps;
d. Evaluate alternatives for remedial action and designing the selected remedy;
e. Remove/remediate the source(s) of the oil sweeps; and
f. Implement remedial measures designed to prevent further migration of oil into the Daniels Road property from migrating to the Patapsco River.
a. Control of the release of #6 oil from the Site to the Patapsco River continued throughout the month of November. Normal Site construction continued during November and there were no seepage or release of oil from the Site.
b. During the reporting period, the excavation area was backfilled with clean overburden which was previously removed and stockpiled. Additionally, select fill was transported on-site and used as backfill for the excavation. The contaminated water and oil mixture was transported and disposed of as non-hazardous waste.
c. During the backfilling process, the select fill and the clean backfill was placed in the excavated area in 8" lifts and compacted to a minimum of 98% density. The compaction was achieved utilizing a vibratory sheepsfoot roller and each lift material was tested utilizing a Nuclear Density Device.
d. The design for the shoreline protection and restoration was submitted to ACOE for review and approved, and backfill of the excavation was completed. RipRap was placed along the shoreline to the high water level, (top of the concrete containment wall).
e. During the reporting period, OSC Kelly visited the Site and observed operations and approved the work that was conducted.
f. On 29 November 2005, OSC issued PRFA Amendment #3 raising the ceiling from $1,250,000 to $1,400,000 to complete the reamining work on the Site. This increase was approved by NPFC Case Officer Pat Ryan.
a. The Army Corps of Engineers will continue to perform daily oversight of job performance of sub-contractor and provide the OSC with updated progress reports. The remaining work to be accomplished is as follows:
-Place topsoil over the backfill area;
-disposal of drums contianing waste;
-restoring property owners driveway/parking lot;
-planting of trees and shrubs along the shoreline, and
-recovery of aqua dam which was washed away during heavy rains 6-9 October. The contractor is currently obtaining the permits and rights of entry from CSX Railroad to recover the dam. The Aqua Dam was damaged beyond repair.
b. OSC Kelly will continue to provide the state and local officials with progress reports and conduct periodic visits to the Site to assess site activities.
c. OSC Kelly will continue to provide updates to the NPFC Case Officer and submit monthly progress reports and invoices to be paid to the US Army Corps of Engineers
