Site is the location of 35 abandoned oil wells that are leaking into Laurel Run which is a tributary to Goose Creek that runs into the Ohio River.
Week of November 1, 2004
a. WVDEP and its contractors mobilized back to the site on November 1, 2004. The contractor rigged up on well #28 and pulled 372 feet of 2" tubing, a gas anchor, and a pump from the well.
b. On November 2, 2004, the contractor determined a T.D. of 375 feet, cemented the wellbore to the surface, and set the monument on well #28. The contractor rigged up on well #29, recovered 395 feet of 2" tubing, an anchor, and a down-hole pump. The contractor then cemented the wellbore of @29, pulled 129 feet of 5" casing, and let the cement set overnight.
c. On November 3, 2004, the contractor cemented well #29 to the surface and set the monument. The contractor rigged up on well #30, knocked out bridges, and determined a well T.D. of 395 feet. The contractor cemented the wellbore of #30 to the surface and could not recover the 8" casing.
d. On November 4, 2004, the contractor topped the wellbore of #30 with cement and set the monument. The contractor rigged up on well #31, determined a T.D. of 256 feet, and cemented the wellbore to the surface. The 5" casing could not be recovered from the wellbore of well #31.
e. On November 5, 2004, the contractor completed reclamation at the locations of wells #28, #29, and #30.
f. START was periodically present on site to conduct monitoring activities, correpond with WVDEP and EPA, and conduct photographic and written documentation.
Week of November 8, 2004
g. On November 8, 2004, the contractor set the monument on well #31. The contractor rigged up on well #32, determined the T.D. at 285 feet, and cemented the wellbore to the surface. The contractor recovered 94 feet of 5" casing from the wellbore of well #32. The contractor began construction of location #35.
h. On November 9, 2004, the contractor topped off the wellbore of #32 with cement and set a monument. The contractor rigged up on well #35, knocked out bridged in the wellbore, and determined T.D. at 390 feet. The contractor shot the 3 1/2" casing free on the third attempt at 181 feet.
i. On November 10, 2004, the contractor determined that the casing that was shot on the prior day on well #35 had collapsed. The contractor cemented to 130 feet and shot the 6 5/8" casing for a recovery of 110 feet. The contractor cemented the wellbore to the surface, recovered the 8" conductor pipe, and topped off well #35 with cement.
j. On November 11, 2004, reclamation was completed at locations #31 and #32. The contractor set the monument on well #35 and transferred pit fluids off site for disposal. The contractor completed reclamation at location #35 and along the site access roads.
k. On November 12, 2004, the contractor prepared all equipment for demobilization from the site. All site work was completed.
There are no further removal actions planned at the site.
Following USCG reimbursement of funding for the project, no further EPA involvement is expected.
There is no longer a threat of discharge into the waterways of West Virginia from these wells.
