Site encompasses 4 wells along the banks of the Ohio River in St. Marys, Pleasants County, WV.
a. On June 28, 2004, WVDEP and its plugging contractor continued plugging activities on well #3. The contractor cemented the well from 550 to 450 feet and 350 to 200 feet. The contractor then pulled 300 feet of 6 5/8 inch casing from the wellbore and cemented the well to the surface. The monument was set on well #3 on June 29, 2004.
b. On June 29, 2004, the contractor completed construction of the location at well #2 and rigged up on the well. Approximately 1,190 feet of sucker rods were pulled from the wellbore and 1,200 feet of tubing was removed. The well was cemented from 1,150 to 840 feet. The contractor then cut the 5 inch casing twice to free the casing to pull. The contractor cemented the wellbore from 650 to 350 feet, pulled 400 feet of 5 inch casing from the wellbore, and began cutting the 6 5/8 inch casing. The contractor could not free the 6 5/8 inch casing and cemented the well from 260 to 120 feet. The contractor cemented the well to the surface on July 2, 2004, and set the monument on well #2. The contractor completed remediation activities at well #2.
c. On July 6, 2004, the contractor rigged up on well #1. The contractor recovered 700 feet of 1 inch tubing and pulled 1,350 feet of sucker rods from the wellbore. The contractor then pulled 1,400 feet of 2 inch steel tubing from the wellbore. The contractor ran a string, circulated the wellbore with gel, and cemented the wellbore from 1,255 to 1,075 feet and from 807 to 597 feet. On July 7, 2004, the contractor cut the 6 5/8 inch casing three times to free it up for removal. The contractor then cemented the wellbore from 564 to 444 feet and then again to approximately 100 feet. On July 8, 2004, the contractor pulled 106 feet of 6 5/8 inch casing, cemented the wellbore from 100 feet to the surface, and pulled 12 feet of 8 inch casing. The monument was set on well #1 on July 8, 2004. Reclamation was completed at the location.
d. WVDEP mobilized its disposal contractor to the site on July 8, 2004, for removal of site fluids. WVDEP mobilized its debris disposal contractor to the site on July 9, 2004, for removal of the dumpster and its contents.
e. On July 9, 2004, all equipment was demobilized from the site.
f. Under the direction of OSC Kelly, START perioically visited the site during the weeks of June 28, 2004, and July 6, 2004, to monitor WVDEP and the plugging contractor's activities. START conducted photographic and written documentation of site activities. START conducted final photographic documentation of the site upon completion of site activities on July 8, 2004.
g. Also under the direction of OSC Kelly, START continues a search for PRPs for the abandonment of these four wells.
Removal actions are complete at the site.
The WVDEP will submit final cost documentation to EPA and START for completion of the After Action Report. OSC Kelly will submit the report to the USCG for reimbursement of WVDEP funding utilized during the project. Under the direction of OSC Kelly, START will complete an investigation of a potential responsible party search for the abandonment of these leaking wells.
The threat of release of oil from these four wells has been mitigated through plugging and remediation actions at the site.
