Site Description
Site encompasses 4 wells along the banks of the Ohio River in St. Marys, Pleasants County, WV.

Current Activities
a.  On March 11, 2004, OSC Kelly increased the FPN amount from $8,000 to $60,000.  This increase was to address the removal response of Well #80107 and Well #80108.
b.  On March 12, 2004, WVDEP placed oil booms and pads around well heads 3 and 4.  This serves as a temporary containment for the wells until further actions are initiated.
c.  START, in cooperation with WVDEP, under the direction of OSC Kelly, is currently investigating the existence of a PRP for the abandonment of these wells.


Planned Removal Actions
Removal actions at the site will include plugging operations at the four well locations to prevent oil discharge of the wells into the Ohio River.

Next Steps
Once a determination is made concerning the ownership of the wells, the USCG, EPA, and Army Corps of Engineers will jointly determine the supervising agency who will take charge of plugging activities at these well locations.

Key Issues
There is a threat of release of oil from these four wells into the navigable waters of West Virginia.
