On June 10, 2008, a representative from the Florida Times Union arrived at the Site. Media interest in the Site has noticeably increased since May, and most questions have been forwarded to EPA Region 4’s Office of External Affairs.
On June 11, 2008, the remains of Tank 112 along with miscellaneous debris (PPE, etc) were transported off-Site for disposal at the Chesser Island Road Landfill.
On June 12, 2008, MER completed decontamination activities of Tanks 02, 106 and 107, and the secondary containment area. Decontamination water was collected and transported off-Site for disposal at WRI.
Heavy rains on June 10 and 11, and lightning on June 11 and 12, hampered operations and caused an early shutdown of on-Site activities. Rainwater that collected in the secondary containment area was pumped and transported off-Site for disposal at WRI.
Geosyntec collected five rinsate samples on June 13 from the tank surfaces and the secondary containment area; the samples were analyzed for metals, VOCs, and SVOCs. All results were below the Maximum Contaminant Levels (MCL) for drinking water.
On June 17, 2008, J&J Recycling and Demolition of New Smyrna Beach, FL, mobilized to the Site to begin demolition of Tanks 02, 106, and 107. It was determined that a professional demolition crew would provide the safest method in dismantling the three tanks at the Site with volumes exceeded 500,000 gallons. Demolition of Tank 02 was completed on June 18, but operations were halted early due to lighting spotted in the area. Demolition of Tank 106 was completed on June 19 and Tank 107 was completed on June 20. Steel from the three tanks was dismantled and transported off-Site by the demolition company for recycling.
It was confirmed during demolition of Tanks 02, 106, and 107 that neither tank had been constructed on a concrete or other impermeable hard surface. As a result, it was determined that the floor of each tank would be left in place to provide a sufficient barrier for the soil below and 1” lip was left around the edge of each tank bottom during removal.
On June 26, MER poured concrete curbing around the edge of each tank bottom to reduce water infiltration between the steel and secondary containment floor. MER also installed concrete filling in several damaged areas of the containment floor and a shallow manhole in the southwest corner of the containment area. Finally, MER installed a chain-link fence across the opening that had been breached in the secondary containment wall for equipment. A sign was later added that listed current emergency contact information for the facility. Given these security measures, and the results of confirmation rinsate samples collected from surfaces left at the Site, EPA will not require further post-removal site controls to be implemented.
All MER and Geosyntec personnel were demobilized from the Site on June 27, 2008. The office trailer was removed from the Site on July 7.
To date, the following materials have been transported off-site for treatment and disposal or recycling (estimated volumes):
- 150,500 gallons of rainwater to the Jacksonville POTW
- 195,676 gallons of rainwater, decontamination water, and oily water to WRI in Jacksonville, FL
- 1,921.29 tons of non-pumpable sludges or solids sent to Republic’s Broadhurst Landfill in Screven, GA
- 6.32 tons of trash and debris to Waste Management’s Chesser Island Landfill in Folkston, GA
- Remove waste water and sludge from within the tanks and secondary containment area (COMPLETE-Secondary Containment; COMPLETE-Tanks)
- Decontaminate and clean of the tanks and secondary containment areas (COMPLETE-Secondary Containment; COMPLETE-Tanks)
- Dispose of the waste water and sludge removed from the tanks and secondary containment area, including any sampling and analysis necessary to determine proper treatment and disposal methods (COMPLETE-Secondary Containment; COMPLETE-Tanks)
- Stabilization and/or removal of the tanks and secondary containment wall to prevent future releases of hazardous substances from the Site (COMPLETE)
EPA has scheduled a final site walkthrough on July 24, 2008, with Geosyntec, EPA’s START contractor, the City of Jacksonville, FLDEP, and representatives of the PRP group.
