Site consists of one (1) well that has discharged oil into the Rush Run Creek which leads into the Little Kanawha River. The leaking well was reported to the NRC on July 20, 2004, by WVDEP Belcher. OSC Kelly was escorted by WVDEP Belcher the following day and observed evidence of an oil discharge into the Rush Run Creek tributary. OSC Kelly issued a PRFA in the amount of $5,000 to provide a survey for the well and provide temporary containment of the release.
WVDEP investigated ownership of the well and determined that the owner of the well was deceased. The title documentation was provided to USCG for a potential PRP investigation.
On November 15, 2004, WVDEP and its plugging contractor began the Removal Action at the well site. Plugging was completed on December 1, 2004. A depth of 193' was reached in the wellbore. Due to inclement weather conditions, reclamation could not be completed at the site. Reclamation activities were planned to be completed in the Spring of 2005. The plugging contractor demobilized all equipment from the site on December 3, 2004.
a. Due to contractual issues with WVDEP, a contractor was not tasked to complete reclamaiton at the site until April, 2006.
b. On April 12, 2006, WVDEP and its contractor mobilized equipment to the site to complete reclamation.
c. Between April 12 and 20, 2006, the contractor worked on reclamation of the area surrounding the plugged well and the access road to the well. Work at the site was postponed at the site on April 14 and 17, 2006, due to rain. The contractor utilized straw, fertilizer, lime, and seed to reclaim the site.
d. START was present on site to document reclamation activities from April 18 to 20, 2006.
e. Reclamation was complete at the site on April 20, 2006, and the contractor demobilized all equipment from the site.
f. START corresponded with the OSC and informed him that reclamation at the site was complete. START also corresponded with WVDEP to obtain documentation for the final report.
No additional removal actions are planned at the site.
Upon receipt of the final cost documentation, START will complete the After Action Report for the site. Following reimbursement of funds from the USCG to WVDEP, no furthers actions are anticipated for the site.
The discharge of oil from the well at the site has been remediated and the area surrounding the formerly leaking well has been remediated.
