Site Description
Site consists of one abandoned oil well that is leaking into Joe's Creek which leads into Trace Creek into Kanawha River.

Initial actions taken at the Site were to provide temporary containment of the leaking oil from the wellhead and to conduct deed and title searches.

WVDEP provided the deed and title information to OSC Kelly and subsequently the USCG received the information and reviewed it for identification of a potential PRP; none were identified.


Current Activities
a.  On Friday, December 3, 2004, WVDEP and its plugging contractor mobilized to the site with heavy equipment and a plugging rig.  WVDEP's contractor installed a crossing over Joe's Creek, constructed an access road to the leaking well, and built the well site to prepare for rig and equipment placement.
b.  On December 6, 2004, WVDEP's contractor loaded out and hauled the pump jack and separator and hauled the materials off site.  The contractor rigged up on the well and connected to the 2" tubing string and began recovery of the string from the wellbore.
c.  On December 7, 2004, the contractor completed removal of the 2" string, approximately 2,321 feet, from the wellbore.  The contractor then pumped gel into the wellbore to displace the bottom of the well.
d.   On December 8, 2004, the contractor shot the 4" casing until it freed up at an approximate depth of 1,531 feet.  The contractor pumped an approximated 200' cement plug in the bottom of the wellbore and removed all of the 4" casing.  During removal of the 4" casing, the 6 5/8" casing, only 23 feet in length, was simultaneously removed from the wellbore.  WVDEP's records indicated that no additional 6 5/8" casing was present in the wellbore.
e.  On December 9, 2004, the contractor set various cement plugs in the wellbore, while circulating the oil and saltwater from the wellbore.  The contractor could only recover 12' of the 8" pipe from the wellbore; WVDEP determined that the 10' conductor pipe was welded to the 8' casing and could not be recovered from the wellbore.  WVDEP's disposal contractor transferred pit fluids from the wellbore off site.
f.  On December 10, 2004, the contractor cemented the wellbore to the surface.  WVDEP's disposal contractor transferred all remaining pit fluids off site.  The plugging contractor cleaned out the pit liner and backfilled the pit area.  During the afternoon hours, heavy rains washed out the stream crossing and the contractors were delayed in operations.
g.  On December 13, 2004, the plugging contractor repaired the stream crossing to the site and removed two storage tanks present on the site.  The contractor then set the monument on the well, graded the area surrounding the well, and prepared it for reclamation, including placement of straw, seed, and fertilizer.
h.  On December 14, 2004, WVDEP contacted the OSC and requested additional funding in the amount of $4,500 to complete reclamation at the site, cut and remove remaining pipelines, and to demobilize all site equipment.  WVDEP stated that the additional funding was needed due to inclement weather that occurred during the project, which delayed some operations and required purchase of additional stone and rock for repair of the stream crossing.
i.  START was present on site periodically from December 3 to 14, 2004, to conduct photo and written documentation of site activities.  START corresponded with the OSC to update him on progress at the site.
j.  OSC contacted the NPFC and requested an increase of funding for $4,500 to complete operations at the Site.  Case Officer Freddie Thompson, using CANAPS, increased the FPN to $55,000.


Planned Removal Actions
WVDEP and its contractor will complete removal of the remaining pipelines present on the site and complete remediation of the access road to the well and Joe's Creek.

Next Steps
a.  OSC will continue to coordinate with the State and oversee the completion of the project.
c.  START will provide final written and photo documentation of all remaining site activities on the Site.
d.  Upon receipt of WVDEP's final cost documentation, START will complete and submit an After Action Report for the site.
e.  Following review and approval of the After Action Report, USCG will reimburse funding to WVDEP and no further EPA actions are anticipated.


Key Issues
The area surrounding the well location requires further reclamation, including restoration of Joe's Creek.
