The incident involves an ongoing discharge of crude oil into Boyd’s Creek and the Barren River Lake which is a navigable waterway. This is not a CERCLA incident. This ongoing removal action was continued under a Pollution Removal Funding Authorization (PRFA) issued by the OSC through the National Pollution Fund Center in December, 2008.

Ongoing operation and maintenance (O&M) of the oil collection system is performed by the Tennessee valley Authority (TVA) under a PRFA with EPA Region 4 and the NPFC. Normally, TVA visits the site once per month or more frequently depending upon specific maintenance activities. These O&M activities are expected to continue into the foreseeable future. The costs associated with these activities average below $2,000 per month.
During this reporting period, TVA personnel conducted monthly visits to the Site on July 21st and August 13th, 2009. Personnel conducted operation and maintenance of the oil collection sump system and maintenance of the surrounding grounds. No significant issues were encountered and a total of 65 gallons of oil was collected from the sump.
Cost Information
During this reporting period, EPA received and approved one invoice from the Tennessee Valley Authority dated September 10, 2009 (No. 106993) for $ 2307.75.
The accounting of expenditures is an estimate based on figures known to the OSC at the time this report was written. The cost accounting provided in this report does not necessarily represent an exact monetary figure which the government may include in any claim for future cost recovery.
