At approximately 1500 hours on August 24, 2009, a fire occurred at the Diversified Chemical Company located at 15477 Woodrow Wilson, Detroit, Wayne County, Michigan. The building where the fire started spans 17,000 square feet and is one of eight buildings the company operates. The affected building produced petroleum-based products for the auto industry. The Detroit Fire Department (DFD) declared the fire a Level 1 HAZMAT.
At approximately 1700 hours, U.S. EPA was requested to assist with air monitoring and sampling activities. U.S. EPA mobilized its Superfund Technical Assistance and Response Team (START) contractor and responded to the scene.

2. Current Activities

2.1 Operations Section
|
|
|
|
U.S. EPA arrived on site at approximately 1800 hours and coordinated with the DFT's HAZMAT Team. In conjunction with DFT, U.S. EPA deployed 4 AreaRAEs (mulit-gas meter with photoionization detector) and 1 particulate monitor (DataRAM) in the downwind direction. No elevated readings were observed throughout the plant area and downwind directions. U.S. EPA also collected three air samples during the response. A grab air sample was collected in the smoke plume utilizing an evacuated Summa canister and two additional 8-hour Summa canister samples were collected between the fire and residential neighborhoods - one near the intersection of Woodrow Wilson and Pilgrim and the other near the intersection of Woodrow Wilson and Midland. All Summa canisters were submitted to RTI Laboratories for VOC analysis.
U.S. EPA conducted periodic air monitoring of the residential neighborhoods around the fire scene using a multiRAE, HCN meter, and a personal DataRAM particulate monitor. No elevated readings above background were observed on any of the monitoring throughout the residential neighborhoods. Air monitoring activities by U.S. EPA and START continued throughout the evening until the PRP contractors arrived on site around midnight. The Detroit Fire Department continued to put water on the fire and small hot spot areas continued to flare up throughout the evening. The fire was primarily extinguished by 0030 hours on August 25.
U.S. EPA collected one sample from the firefighting water runoff along Woodrow Wilson Avenue. Visual evidence of oil entering the sewer was observed and documented. The sample was submitted to RTI Laboratories for VOC, SVOC, metals and oil/grease analysis.
Due to the large volume of water being placed on the fire and the amount of oil run off, U.S. EPA placed sorbent booms and pads around the sewer manholes near the corner of Woodrow Wilson and Midland to recover floating oil and limit the amount of oil flowing into the sewers. U.S. EPA directed Diversified Chemical Technologies to begin collecting this oil. In response, the PRP mobilized Marine Pollution Control (MPC) to conduct oil recovery and cleanup activities. The PRP also mobilized the Center for Toxicology and Environmental Health (CTEH) to conduct air monitoring, sampling, and response recovery. Both contractors arrived on scene between 0015 hours and 0030 hours on August 25, 2009. U.S. EPA transitioned air monitoring and oil/water runoff maintenance activities to the PRP's contractors.
During the August 25 operations briefing, CTEH was assigned project management. Operation objectives included: 1) Continuing 24-hour air monitoring, 2) Continuing run-off collection, 3) Building an earthen damn around the building to restrict run-off, 4) Conducting an asbestos survey, 5) Developing a contingency plan, and 6) Coordinating with Detroit Department of Public Works.
