On 30 April 2010, USCG notified EPA Prevention and Response Branch and requested assistance with evaluating an overturned barge in a canal near Franklin, Louisiana. The initial concern was whether or not the 20,000 gallon capacity barge could potentially discharge oil or diesel into the navigable waterway. EPA activated START contractors (EPA representatives) to respond to the incident and observe current conditions and response activities.
EPA Federal On-Scene Coordinators are coordinating with USCG and PRP representatives. The NRC Report number is 938624.

Current Activities
EPA representatives returned to the site on May 2 and May 4, 2010. Upon arrival, boom remained in place around Hercules 61. Boom previously located upstream and downstream from the immediate potential discharge area had been removed. EPA representatives did not observe sheen at the incident location. PRP contractors were taking measures to prepare the salvage yard and Hercules 61 for salvage operations. Barges previously positioned (at the time of the incident) adjacent to Hercules 61 had already been removed and repositioned. EPA representatives met with St. Mary Parish President, Paul Naquin, who was making preparations to open traffic on a limited basis.
PRP Contractors in coordination with EPA and USCG have maintained 24-hour operations and surveillance at the incident location. To date, EPA and EPA representatives have not received any information or observed conditions indicating that fuel or product is currently retained in the hull of the vessel or has been discharged in greater than residual quantities since arrival of Hercules 61 to the incident location. On May 11, 2010, EPA and USCG representatives, in coordination with PRP and local representatives, have discontinued 24-hour operations and scaled-down to daily operations and surveillance.
EPA and EPA representatives continue to maintain daily contact with PRP and local representatives to monitor current site conditions.

Planned Removal Actions
A survey crew will arrive to the incident location to determine the position of the Hercules 61 derrick, which is currently underwater. PRP representatives are developing a salvage plan that will be submitted to USCG. USCG will then present the salvage plan to US Army Corp of Engineers (USACE) for final approval. Salvage operations are estimated to take from two weeks to two months to complete following approval of the salvage operations plan.
EPA will continue to coordinate with PRP, local, and USCG representatives to monitor site conditions, status, and salvage operations.
