1.1.2 Site Description

1.1.2.1 Location

The Davison Property Site (the Site) is located at 471 Second New Hampshire (NH) Turnpike (Route 31) in Hillsborough, Hillsborough County, NH. The property is bordered by Second NH Turnpike to the south, wooded areas to the north, and residential properties to the east and west.

1.1.2.2 Description of Threat

Hazardous substances found in surface water and soil samples collected during the EPA investigations include arsenic, lead, chromium, mercury, zinc, bis(2-ethylhexyl) phthalate and polycyclic aromatic hydrocarbons (PAHs) compounds.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

Since the last POLREP, EPA completed the transportation and disposal of contaminated soil and commenced the site restoration activities.

2.1.2 Response Actions to Date

- On 27 April 2011, a total of 157 waste tires were shipped to Empire Tire in Plainfield, CT for recycling.

- On 20 May 2011, OSC Tsang met with Ralph Wickson and John Regan of NHDES, Kelly Dearborn-Luce, Hillsborough HCEO and John Stetsor, Hillsborough Town Administrator (herein referred as "the Group") on Site to discuss the remaining operations and review the grid locations (Grids #3, 6, 57 and 67) where contaminants levels slightly exceeded the NHDES Soil Remediation Standards (SRS).  OSC Tsang recommended and the Group concurred that further excavation might not be necessary due to the the grid locations, its land use and requirements of additional resources including structural engineering evaluation, dewatering and water treatment operations and funding.

- From 1 June to 3 June 2011, OSC Allen Jarrell and ERRS personnel mobilized to the Site for the following:
    1. Completed the transportation and disposal of approximately 79 tons of contaminated soil to South Hadley Landfill in South Hadley, MA.
    2. Restored some of the areas disturbed by the removal operations by backfilling with topsoil and spreading straw-matting for erosion control.
    3. Decontaminated and demobilized equipment upon completion of the above.

- On 8 June 2011, one (1) 55-gallon drum of hazardous blue colored solid was shipped to ENPRO Services of Vermont for disposal.

  2.2 Planning Section
    2.2.1 Anticipated Activities

2.2.1.1 Planned Response Activities

The planned response activities for the Site remaining to be completed include the following:
  • Complete stabilization and restoration activities at the remaining area by State Highway 31 after the Town completes the demolition of the house. 
  • Coordinate with the Agency for Toxic Substances and Disease Registry (ATSDR) and NH Department of Public Health for a public health risk evaluation of grids # 3, 6, 57 and 67 based on a trespasser's exposure scenario. 
2.2.1.2 Next Steps

  • Remobilize to complete site restoration in July 2011.

It should be noted that $40,000 of the $75,000 contingency fund was reallocated to ERRS. $25,000 was reallocated to START.  The remaining $10,000 contingency funds are available for future allocation.
