1.1.2 Site Description
1.1.2.1 Location
The Rownd And Sons Site (the "Site") is located at 800 Martin Luther King Jr Boulevard, Dillon, South Carolina. The property is approximately 9.5 acres and consists of 4-5 buildings. The site is surrounded by a mix of residential and commercial (mainly restaurants) properties.
1.1.2.2 Description of Threat
While conducting a Removal Site Evaluation at the Site, the OSC discovered several drums, buckets, transformers and other containers including mercury containing equipment in various states of disrepair at the facility. Upon a thorough site walk the property is not secure and many of the containers have been vandalized by copper theft and contents have spilled. Based on previous investigations by the city and SCDHEC, it is believed that much of the oil filled equipment on site contains PCBs. In addition to the stored chemicals, it also appears that there is a significant amount of asbestos open to the environment at the Site.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
As stated in the previous section, the Site was referred to ERRB on August 9 for consideration as a removal site evaluation. The request was based on the presence of the aforementioned hazards as well as an area of the Site with significant PCB contamination in the surface soils as high as 22,000 ppm. EPA, START, SCDHEC, City of Dillon, and the owner of the property, Mr. Harry Rownd met onsite on August 28, 2012 to conduct a site walkthrough. Based on the presence of the hazards listed above, OSC Crowley initiated an Emergency Response on August 28, 2012 after speaking with the property owner who stated the he did not have the means to conduct the necessary tasks.

2. Current Activities

2.1 Operations Section
|
|
|

2.1.1 Narrative
As stated earlier, while conducting an RSE the OSC initiated an Emergency Response at the Site on August 28, 2012. START was already on scene and ERRS arrived on August 29, 2012.
2.1.2 Response Actions to Date
During this reporting period the following activities were completed:
- All leaking and or damaged containers were stabilized and moved under shelter.
- START began hazard characterization (hazcat) on the containers and free liquids found on site.
- ERRS clean an area of the site labeled the "oil pit" where several oil filled circuit breakers were cracked open and emptied. Testing of the liquids in the pit and in the remaining circuit breakers tested positive for chlorides indicating that the liquid likely contained PCBs.
- ERRS performed clearing and grubbing of certain areas of the Site to allow access.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
The owner of the property has been identified as Harry Rownd of Dillon, SC. Further PRP search activities may proceed at a later date.

2.2 Planning Section

2.2.1 Anticipated Activities
2.2.1.1 Planned Response Activities
The following activities are planned for the next operational period:
- The sludge collected in the oil pit will be placed into drums to await lab data to determine contents.
- The area around the pyranol transformer that caused the high PCB contamination will be fenced off to prevent trespassing.
- START will conduct further soil sampling to delineate the extent of the soil contamination. One are of interest in particular is a soil swale that surrounds the site where previous investigations have found PCB contamination.
- ERRS and START will bag some of the suspect asbestos containing material (ACM) that is scattered through the site.
- The mercury containing gages and thermostats found on site will be secured.
- ERRS will also pump free liquids that are in several containers on site into totes. Of particular interest are three large transformers that have had the lids removed and were exposed to the environment.
- All staged containers will be disposed of in accordance with the CERCLA Off-Site Rule.
2.2.1.2 Next Steps
Beyond those activites listed above the Site will likely require a time-critical removal to remove the contaminated soils and the rest of the ACM from the Site.
2.2.2 Issues
The Site is very overgrown with dense vegetation and makes it very difficult to fully characterize the full contents of the Site.
