1.1.2 Site Description
The Site is a metal finishing/electroplating facility that was operating until September 2012. The City of Fall River has perfected a Decree of Foreclosure in Land Court, and taken possession of the Site.
1.1.2.1 Location
The Site is an inactive metal finishing/electroplating facility located in an industrial area. It encompasses an approximately 4.0 acre parcel including a single story building. Residential areas are located to the south and to the west of the site, with the closest residences approximately one third of a mile in the southerly direction and one half mile in the westerly direction.
1.1.2.2 Description of Threat
The interior of the building reflects bad housekeeping practices with vats, drums and other containers of hazardous chemicals and hazardous wastes in deteriorated condition. There is unrestricted access to the Site and potential trespassing and vandalism may result in a potential release and exposure to the public and the environment.

2.1.1 Narrative
EPA is conducting a fund-lead removal action to address conditions at the Nu-Chrome Site.
2.1.2 Response Actions to Date
EPA (along with the ERRS and START contractors) mobilized to the site on November 2, 2012. Initial actions included the collection of samples from tanks and vats, to facilitate transportation and disposal arrangements.
2.1.3 Progress Metrics
Transportation and disposal activities are scheduled to start on November 8, 2012.

2.2.1 Anticipated Activities
2.2.1.1 Planned Response Activities
The ERRS contractor is scheduled to begin transportation and disposal of bulk liquids from vats on November 8, 2012
2.2.1.2 Next Steps
Planned removal activities include the following:
• Conduct additional site characterization activities with the START contractor;
• Perform any necessary sampling and characterization of hazardous materials;
• Provide site security as determined necessary by the OSC based on Site conditions;
• Delineate work zones and decontamination area;
• Consolidate, segregate and stage all hazardous materials;
• Decontaminate vats, render all vats unusable and unable to collect rainwater;
• Excavate contaminated surface soil:
• Coordinate disposal of hazardous materials at EPA-approved disposal facilities;
• Repair response-related damages; and
• Demobilize all equipment and personnel.
2.2.2 Issues
EPA and the START contractor have been conducting additional site investigation activities at the site. Preliminary screening using a portable X-Ray Fluorescence Spectrometry has identified elevated levels of lead in particulate matter in a portion of the site. This particulate material appears to be residue from metal grinding and buffing operations at the site. Confirmatory samples have been sent to the EPA laboratory for analysis. Pending the results of the laboratory analysis, the OSC may prepare an Action Memorandum addendum, requesting approval of a modification to the scope of the response to include removal of the lead contaminated material.
