1.1.2 Site Description

1.1.2.1 Location
The Site is located at 820 West Marion Road, Mt. Gilead, Morrow County, Ohio, 43338. The geographical coordinates for the Site are 40° 33” 10.64’ North latitude and -82° 51” 17.27’ West longitude. The Site where the release occurred is located in a mixed industrial, commercial and residential area.
The site is approximately 80 acres in size. Approximately 15 acres of the property is enclosed by a chain link fence and contains an approximate 300,000-square-foot building. Railroad tracks run along the northern portion of the property with a rail spur entering the fenced-in area. There is open farmland beyond the tracks. Residential properties are located approximately 0.1 miles to the east and west and a residential neighborhood borders the Site on the south on West Marion Road. A small creek flows around the fenced perimeter of the property and the creek eventually discharges to the Olentangy River.

2. Current Activities

2.1 Operations Section

2.1.1 Narrative
From April 12 through April 26, 2013 ERRS staged all drums and containers for sampling. Drums were sampled in Level B PPE and all exterior tanks were inspected/sampled. All machine pits filled with waste petroleum were also sampled. ERRS performed hazardous categorization on 90% of the samples. The material from the tanks and the pits were composited for disposal analysis.
2.1.2 Response Actions to Date
From April 12 through April 18, 2013 ERRS gathered all site drums, totes and smaller containers and staged them for sampling inside the building. Small containers (1 gallon or less) were left seperated based on labeling and left in place for evaluation by the ERRS chemist.
The entire property (80 acres) was walked to look for any additional abandoned drums and none was found.
On April 19, 2013 all drums were sampled in Level B PPE for characterization purposes.
From April 22 through April 25, 2013 ERRS performed hazardous categorization on all samples collected from containers larger than 5 gallons. The ERRS chemist evaluated the smaller containers and collected samples for hazardous waste categorization.
On April 25, 2013 wipe sampling was conducted on the concrete floor surrounding electrical equipment suspected to contain PCBs, random PCB wipe samples were also collected from the concrete floor away from the suspect PCB containers.
On April 26, 2013 composite samples for the material in the machine pits, tanks and select drums were sent for disposal analysis. ERRS collected mercury switches, mercury containing light bulbs and loose fluorescent light bulbs for disposal.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
The PRP has been identified and State and Federal enforcement activities are proceeding.

2.2 Planning Section

2.2.1 Anticipated Activities
2.2.1.1 Planned Response Activities
The following activities will take place at the site:
All containers will be consolidated inside the site building, staged and sampled for disposal.
All large pits containing waste oils will be sampled for disposal
All ASTs/USTs will be sampled for disposal
All chemicals will be disposed of at an US EPA approved disposal facility
All ASTs/USTs will be removed or rendered unusable
All pits containing waste oils will be cleaned and filled with site soil. A concrete cap will be poured over the pits to stop rainwater from filling the areas.
Contaminated soil will be excavated and disposed.
Transformers will be investigated for PCB containing oil and dispsoed as appropriate.
2.2.1.2 Next Steps
Obtain disposal sample results, seperate waste streams and prepare containers for disposal.

2.3 Logistics Section

Representatives from the Ohio Department of Natural Resources (ODNR) were on site and informed the OSC that they were going to be re-activating a gas well that is on site, outside of the fenced portion of the property. ODNR will coordinate all activities with on site personnel.
Update -- ODNR will delay re-activiating the gas well until EPA's removal action is completed.
The EPA OSC met with the Morrow County Commissioner and the Morrow County Development Office and discussed site activities and plans.

A Health and Safety Plan was created for the site and all site workers have read and signed the plan. A daily Health and Safety meeting is held each day before the start of site work.
An emergency shower and eye wash has been set up outside the entrance to the building.
