1.1.2.1 Location
The Site is located at 820 West Marion Road, Mt. Gilead, Morrow County, Ohio, 43338. The geographical coordinates for the Site are 40° 33” 10.64’ North latitude and -82° 51” 17.27’ West longitude. The Site where the release occurred is located in a mixed industrial, commercial and residential area.
The site is approximately 80 acres in size. Approximately 15 acres of the property is enclosed by a chain link fence and contains an approximate 300,000-square-foot building. Railroad tracks run along the northern portion of the property with a rail spur entering the fenced-in area. There is open farmland beyond the tracks. Residential properties are located approximately 0.1 miles to the east and west and a residential neighborhood borders the Site on the south on West Marion Road. A small creek flows around the fenced perimeter of the property and the creek eventually discharges to the Olentangy River.

2. Current Activities

2.1 Operations Section

2.1.1 Narrative
From April 29 through May 10, 2013 ERRS completed hazardous categorization of small containers, segregated and consolidated waste streams, received analytical data and collected core samples of the concrete floor for pcb analysis.
2.1.2 Response Actions to Date
On April 29, 2013 all drums and containers were segregated based on hazardous categorization results.
From April 30, 2013 the analytical results of the pcb wipe tests were received and results indicated that pcbs were present on the concrete floor. After consultation with the EPA TSCA personnel, concrete core samples of the floor will be collected to determine if there is any hazard posed by the presence of pcbs. In addition, the pcb anaytical results for the waste oils were received and all waste oils were less than 50 parts per million (ppm) for total pcbs. The pcb analytical results for wood blocks were received and they were 15 ppm total pcb; therefore, the wood blocks will be disposed of as low level pcb waste.
From May 1 through May 3, 2013, ERRS and START collected approximately 60 concrete core samples throughout the facility for pcb analysis. Samples were delivered to the laboratory on May 6, 2013.
From May 6 through May 10, 2013, ERRS consolidated the waste oils in the pits, consolidated waste streams as aprropriate, and packaged the small containers for disposal.
During the consolidation of the waste oils in the pits, a six inch layer of paint sludge was discovered at the bottom of several pits. Disposal samples were collected and the material will be removed from the pits.
On May 10, 2013, a subcontractor for removal of the pcb-containing equipment was on site to inspect the equipment for bid purposes. Additional subcontractors are expected to visit the site the week of May 13, 2013.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
The PRP has been identified and State and Federal enforcement activities are proceeding.

2.2.1 Anticipated Activities
2.2.1.1 Planned Response Activities
The following activities will take place at the site:
All containers will be consolidated inside the site building, staged and sampled for disposal.
All large pits containing waste oils will be sampled for disposal
All ASTs/USTs will be sampled for disposal
All chemicals will be disposed of at an US EPA approved disposal facility
All ASTs/USTs will be removed or rendered unusable
All pits containing waste oils will be cleaned and filled with site soil. A concrete cap will be poured over the pits to stop rainwater from filling the areas.
Contaminated soil will be excavated and disposed.
Transformers will be investigated for PCB containing oil and dispsoed as appropriate.

Overpack drums, prepare containers for disposal, obtain disposal bids, clean out paint sludge from pits.

A Health and Safety Plan was created for the site and all site workers have read and signed the plan. A daily Health and Safety meeting is held each day before the start of site work.
An emergency shower and eye wash has been set up outside the entrance to the building.
